History:
(Daredevil I#597) - An aide to Mayor Wilson Fisk, Steve Cornish heard new deputy mayor Matt Murdock be questioned by reporters, including George Gastineaux, then Steve showed Matt to his new office, where Steve had been instructed to read city regulation manuals to Matt. Foggy Nelson soon interrupted the meeting and Steve excused himself, returning to continue his reading when Foggy left.

(Daredevil I#598) - Steve continued to read binders of material to Matt, who did his best to pay attention.

(Daredevil I#600) - After Mayor Fisk was attacked by the Hand, Cornish informed the others in the mayor's office that the by-laws made Matt Murdock the new interim mayor.

(Daredevil I#601) - Cornish repeated the law about Murdock to the mayor's aides, including Wesley Welch and police commissioner Karnik. Murdock arrived to act as mayor and they briefed him on the city's struggle with the Hand. Murdock soon ordered the release of several super heroes that Fisk had had arrested and Welch berated him, leading to Murdock firing Welch.

(Daredevil I#602) - After strategizing with Cornish and Karnik, Murdock declared a state of emergency for the city, shutting down the schools and public transportation. Foggy Nelson arrived and Matt appointed him his new chief of staff.

(Daredevil I#603) - When the Hand unleashed a gas attack on the city, Irwin saw that Murdock had collapsed. Then Father Jordan arrived to help.

(Daredevil I#604) - Jordan ordered Cornish, Blindspot, Nelson, and the others to leave the room. Soon, Mayor Fisk returned to claim his position, shocking the others.

(Daredevil I#605) - Fisk soon collapsed under the strain of his injuries, and Cornish confirmed that Murdock was still mayor, though he felt underqualified to make these decisions as an intern.
