History: (Daredevil I#74) – "Foggy" Nelson, seeking help on the Jennings case, was on his way to Matt Murdock's house when blindness hit him. Meanwhile, others across the city began going blind as well in a slowly spreading epidemic. Matt rushed "Foggy" to Dr. Jason Carrington. That night, Daredevil found Smasher, George and other criminals calling themselves the Committee robbing a local establishment. Daredevil attacked but was left unconscious after a brief battle. As the blindness epidemic kept spreading through the city, a group of blind citizens banded together to help. Slate grabbed Daredevil and took him to meet the others, including "Doc" Tinker (blind since 12, pawn shop owner), “Dutch” Potter (who lost his eyesight in Viet Nam), and Cindy, who revealed that while working at her job near the reservoir, she heard two men put drops in the water that she believed later rendered the city blind. Daredevil tracked down the Committee and the three blind men helped him defeat George and the others while Cindy fired the final shot from a slingshot to take down Smasher. The next day, those who had lost their sight from the reservoir recovered when the chemical wore off.

(Daredevil I#74) – Longtime ophthalmologist for the blind Matt Murdock, Dr. Jason Carrington saw "Foggy" Nelson after he mysteriously went blind and he was baffled by the condition. Thinking the condition could be psychological, he recommended rest.

Cindy, "Dutch" Potter & "Doc" Tinker

(Daredevil I#74) – When much of New York City went blind, a group of blind civilians teamed together to provide help. Slate (black man) found an unconscious Daredevil and soon introduced him to "Doc" Tinker (blind since 12, pawn shop owner), “Dutch” Potter (who lost his eyesight in Viet Nam), and Cindy, who revealed that while working at her job near the reservoir, she heard two men put drops in the water that she believed later rendered the city blind.
