History: (Mystic Comics I#4/3 (fb) - BTS) - The past of Clip Walton is unknown, but he eventually organized his own gang and became a leading figure in the world of organized crime.

(Mystic Comics I#4/3) - Walton sent his men to begin a campaign of terror against the city's cab drivers, and the thugs fired on taxis to intimidate the drivers into paying "protection" money.  But flying above in their Stratoplane, the Thin Man and Olalla (who were just arriving in America from the utopian city of Kalahia) prevented one such attack.

Meanwhile, Walton had his men bring a defiant cab driver named Jim to his estate and had him tied to a chair.  As Walton and three of his men where about to torture the hapless hack, the Thin Man slithered in under the window sill and began to fight the thugs, until Walton sneaked up from behind and knocked out the novice hero with his blackjack.  As the Thin Man lay stunned on the floor, Walton ordered his men to tie the hero with ropes and load both Jim and the Thin Man in the car for a "ride"; Walton said he'd "bump them off" himself.

In the car, the Thin Man revived and used his powers to easily slip out of the ropes, then he punched the driver and jumped out the open window.  The car swerved off the road and overturned, and Jim and the gangsters crawled out.  Walton ordered his men to draw their guns on the Thin Man and "give him the works".  Using his powers, the Thin Man was able to avoid the bullets, just as Olalla swooped down with the Stratoplane and used the amazing aircraft's weaponry to stop the attacking thugs.  The Thin Man and Jim delivered the final blows to Walton himself.

The next morning, the police commissioner awoke to find Clip Walton tied up in a chair in his home, along with enough evidence to send Walton to the "hot seat" (electric chair), and a note signed: "Compliments of the Thin Man and Olalla".

More than likely, "Clip" was just a nickname (...or maybe his father was a barber).

This story was the Thin Man's first and only appearance published in the 1940s, and the character would not be seen again until he was retroactively reintroduced 36 years later (and given a new costume) as a founding member of the Liberty Legion (@ Marvel Premiere I#29).  Needless to say, with such a limited number of appearances, the Thin Man never had a "rogues gallery" of foes, so Clip Walton was pretty much it.

The last name of Jim the cab-driver was never revealed, but I had an idea: Maybe Jim could have been Jim "Taxi" Taylor (@ Mystic Comics I#2/6)--although Taylor was introduced before the Thin Man, there probably isn't any reason why this story couldn't have chronologically occurred before Taylor's first appearance (with a little re-working).  My reasoning is that maybe the Thin Man and Jim became friends after this adventure, and the Thin Man shared some of the advanced Kalahian technology from his Stratoplane with Jim, which could explain where Taylor got the knowledge and resources to build his "Wonder Car".

Jim

Jim was a taxi driver who lived with his wife and child in a run-down apartment.  He wouldn't give in to Clip Walton's demands for "protection" money.  When Walton sent three of his henchmen to intimidate him, Jim fought the thugs off and pushed them down a flight of stairs.  In retaliation, Walton had Jim abducted to his estate, where he would be tortured, but Jim was eventually saved by the Thin Man.  When the Thin Man delivered a final punch to Walton, Jim rolled up his sleeves for his chance at the mob boss ("I've got a couple of scores to settle with him myself!").
