History: (Superior Spider-Man#25 (fb) - BTS) - A criminal purchased the Steeplejack identity and equipment from the Hobgoblin. As one of the Hobgoblin's supervillainous franchisees, the new Steeplejack owed him a cut of all of his criminal earnings.

(Superior Spider-Man#25) - With the Bruin, Blaze, and Devil-Spider defeated by Spider-Man, Kingsley contected Steeplejack and two other "franchisees", the Tumbler and the Ringer. He ordered them to ensure that they give their cut directly to him, as the Goblin King had been impersonating him, and also go out and take advantage of the chaos by committing more robberies immediately. They set out together, but soon faced two of the Goblin King's minions, Menace and Monster. While Ringer and Tumbler fled, Steeplejack stood his ground, insisting that he was "a professional". He shot Monster in the shoulder with his rivet gun, which only served to enrage her. She slammed him into a car, badly injuring him. After the goblin women left, another of the Goblin's agents, the Goblin Knight, arrived on the scene. As Steeplejack weakly pleaded to be taken to hospital, the Knight impaled him on his flaming sword, killing him. He then used Steeplejack's communicator to taunt the Hobgoblin.

This Steeplejack wears the costume of the second Steeplejack (Maxwell Plumm), not the first (Jake Mallard).

Kingsley could have stolen the Steeplejack weaponry from the government, who seized it after its owner was killed by Scourge, or he could have just acquired the plans and recreated it.

So how much can Kingsley possibly have charged for the selling of the identity of a two-time loser like the Steeplejack?
