History:

(Captain America I#416 (fb) - BTS) - The High Evolutionary once was the mentor of the High Technician. At some point the High Technician decided to go to the High Evolutionary's abandoned base in the Savage Land to transform dinosaurs into humanoid forms.

The High Technician eventually worked with AIM, who provided the High Technician with the energy that was needed for the Evolutionary Process. In return the High Technician granted them the mineral mining rights to the Savage Land.

(Captain America I#415) - The High Technician welcomed Falcon in his citadel. Falcon didn't learn anything important about High Technician, who ordered Lorelei to bind his mind.

(Captain America I#416) - The High Technician showed Falcon around the citadel after he was seemingly persuaded by Lorelei to follow them. The High Technician showed Falcon dinosaurs and told Falcon about the experiments that allowed the High Technician to turn dinsoaurs into men. Afraid that the Saur-Lords would fail to stop Falcon's companions the High Technician sent Falcon out to bring his friends to the citadel so Lorelei could convert them to their cause as well.

Falcon brought Captain America and Diamondback to the High Technician. Lorelei used her powers on the new arrivals, but Falcon saved them because he had never been under her control. Falcon then knocked out the High Technician. The Saur-Lords then appeared to fight the High Technician's enemies. Suddenly the citadel was attacked by Terminus.

(Captain America I#417) - The High Technician still laid unconscious on the floor only protected by Styro and "Pter" from Terminus grasp. Eventually Terminus got a hold on the High Technician and carried the Saur-Lords' master away. Terminus, who was controlled by AIM agent Macross, brought the High Technician to other AIM agents, who planned to sedate the High Technician. They brought the High Technician to safety when the Terminus armor was felled by Captain America and Ka-Zar with the metal-melting Antarctic Vibranium. The Terminus armor's fall destroyed AIM's whole mining operation.

Captain America was sure that the High Technician would never work with AIM again after their betrayal. Black Panther didn't like the idea to make a deal with the High Technician and stayed behind to help the Savage Land natives against all foreign invaders.

Comments: Created by Mark Gruenwald, Rik Levins & Danny Bulanadi.

For some reason I suspect the High Technician to be a woman. Just look at the body language in the first image and the upper body in the second image. I even have someone in mind---Zaladane

And there was a time when the evil Stox used dino-men to conquer the Savage Land. For a second I thought Stox was the High Technician because it was a Captain America story, but Gruenwald was dead and in the end Stox was just Count Nefaria.

Styro and Bront were the only Saur-Lords named in the story. They were based on a Styracosaurus and Brontosaurus. "Allo" and "Pter" were named by Snood on the Master List with the obvious assumption that they were based on an Allosaurus and a Pteranodon. The last unidentified one I'll name "Anky" because he was based on a member of the Ankylosauriae.

Saur-Lords

(Captain America I#414) - AIM agents caught Ka-Zar and brought him to the Saurlords, who mocked Ka-Zar.

(Captain America I#415) - Zabu was attacked by two Saur-Lords, but Captain America came to his aid. Together they fought the two Saur-Lords until they were surrounded by AIM and told to surrender. Cap was then knocked out by "Anky."

(Captain America I#416) - Cap and Zabu escaped AIM and the Saur-Lords when Diamondback disguised as an AIM agent caused chaos within their ranks. Diamondback shot "Allo" to save Cap from the Saur-Lord. With "Allo" down "Anky" continued to fight, but Zabu overpowered him. Diamondback and Cap left and soon encountered Falcon.

Somewhere else "Pter" abducted the Savage Land native Maza from Black Panther's skycycle. The Panther followed the Saur-Lord and Maza to the citadel.

Meanwhile "Allo" and "Anky" regained consciousness and were found by AIM agents.

A short time later "Pter," Styro and Bront fought Falcon, Captain America and Diamondback at the citadel after their master the High Technician was knocked out. Suddenly the citadel was attacked by Terminus.

(Captain America I#417) - Styro and "Pter" both tried to protect the High Technician from Terminus' grasp, but Styro was tossed away and "Pter's" attack didn't bother Terminus.

Clockwise from left to right: "Allo," Styro, Bront, "Pter," "Anky"
