History: (Thunderbolts II#116 (fb) - BTS) - Hellrazor was apprehended by the Thunderbolts in Billings, Montana, while trying to run a protection racket. He was imprisoned in Thunderbolts Mountain.
(Thunderbolts II#116) - Two days after his arrest, Hellrazor provoked Penance (Robbie Baldwin) as he passed Hellrazor's cell. Called a "child killer", Penance had enough and cut himself with a pen, activating his powers. Penance demolished Hellrazor's cell and began pummeling him senseless until Moonstone (Karla Sofen) intervened. Hellrazor's status following the attack is unknown.

No information outside of the details of Hellrazor's arrest were given. It's assumed this is a new Hellrazor since the original, besides not having been in the protection racket business, is about as dead as you can get in comics.
It is unrevealed if Hellrazor had any connection to the four psychics who arranged their imprisonment in Thunderbolts Mountain as a way of getting close enough to bring the Thunderbolts down, but the fact the psychics were also using the identities of characters either killed by or connected to the Scourge is an awfully big coincidence. If Hellrazor is connected, he shares their mental powers.
