Powers/Abilities: Jorge Latham was an inventive genius, able to design sophisticated aerial vehicles, including the Avengers skycycle.

History:  (Avengers I#233) - As the Avengers tried to halt an expanding barrier set up by Annihilus, Hawkeye spoke with Jorge Latham about one of Jorge's invention, a small vehicle capable of flight.

 (Hawkeye I#1) - Once Jorge and a small group of Hawkeye's "tech buddies" finished the vehicle, dubbed a rocket-sled (the skycycle), Hawkeye took it out on a test drive. In order to test in combat situations, Jorge and two other men pretended to rob a building. Hawkeye immobilized them and then thanked them for helping test the vehicle in combat. He then helped Jorge and the others to their feet and Jorge commented that while designing the sled to fit Hawkeye's needs was quite a task, he was happy to have to challenge compared to his work at Cross Technological Enterprises. When Sheila Danning arrived, Hawkeye said goodbye to Jorge and the others and rushed off for a night on the town.

(Hawkeye I#2) - Days later, Hawkeye and Mockingbird appeared at Jorge's house. Jorge told Hawkeye that CTE was offering a year's salary to anyone who caught him on their property, and Hawkeye explained that there was something rotten at CTE. Hawkeye asked if Jorge knew anything, but Jorge was only working on his usual assignments. He told Hawkeye that the special projects were performed on CTE's 17th floor. Hawkeye and Mockingbird set out to investigate, and Hawkeye tipped off Jorge that he might want a new job, because he aimed to shut CTE down.

(Official Handbook of the Marvel Universe Deluxe Edition#1 - Avengers Compound) - As chairman of the West Coast Avengers division, Hawkeye hired Jorge to serve on the Avengers Compound at their resident mechanic.

Sheila Danning ended up betraying Hawkeye and trying to kill him. A group of employees of CTE also appeared to have betrayed Hawkeye, as they aided her. I seriously doubt that Jorge was among the betrayers, as he did Hawkeye a favor by building the rocket-sled. I'd imagine that IF Jorge had been one of them, he would have rigged some sort of malicious device in the rocket-sled, so that it would benefit the bad guys in some way. But like I said, I'm pretty sure Jorge was unaware of Sheila's planned betrayal.

Unfortunately, Jorge never appeared in the West Coast Avengers series.

Also, the fullbody shot I scanned from Avengers I#233 miscolored Jorge's hair as black, when in reality, it was grey like his headshot.

Howie was one of the employees of Cross Technological Enterprises who helped Hawkeye test the rocket-sled's combat capabilities, along with Jorge and another man. During the test, Howie was hit by a glue arrow and demanded that Hawkeye pay for his dry-cleaning on the CTE uniform. After Hawkeye helped them all up, Howie asked why Hawkeye always used a bow and arrows when a .45 magnum was deadlier. Hawkeye explained that a bow was quieter and the deadliest weapon in his eyes. A skeptical Howie then explained that he used to use a bow in Boy Scouts and it wasn't so hard. He then tried to pull the string on Hawkeye's bow, barely moving it. Hawkeye quickly showed him up, claiming that the trick was practice.
