Powers/Abilities: Govan is a trained politician and possesses superior strength, the ability to breathe underwater, and heightened swimming speed like standard Atlanteans.

History:

(Civil War: Front Line#8/3) - In response to the decimation of a unit of Atlantean sleeper agents, Ambassador Govan led a delegation to the surface to publicly defend Atlantis against America's actions. Red Dragon (Gareth Thomas), “White Cross”, and the “Belgian Brain” of the Super Heroes of Europe acted as hosts for the scheduled press conference. Govan addressed the gathered reporters, including Mike Williams and Bill Price, with the "Belgian Brain" acting as translator. He explained that the killed Atlanteans had been part of a peaceful mission. In moments, Norman Osborn fired a gun from the audience, hitting Govan in the shoulder. While SHIELD and "Strongman" caught Osborn, "Amazon" tried to explain everything to the Atlanteans. Govan and the others returned to the ocean without another word.
