History:

(Tales of Suspense I#25/3) - Wogu lived on a planet where two dominant humanoid lifeforms had emerged - his people, who lived on the surface, and the Aquas, who lived underwater. Wogu resented the Aquas, questioning why they should permit the ocean-dwelling Aquas to spend time on the surface with them when he considered his own race to be the superior one. When Wogu first voiced his anti-Aqua speech his fellow citizens rejected the message outright.

Soon, Wogu began making public speeches and drawing crowds of fellow Aqua-Haters. However, the police took issue with his speeches and warned him to stop giving them as they were provoking hatred. Dismissing the police as "Aqua lovers," Wogu schemed to strike back at the Aquas by handing out masks for himself and his men to wear. Wogu and two of his followers ambushed an Aqua and Wogu struck the Aqua in the face. The other two men were apalled because their civilization had been without violence for ages. Deciding it had gone too far, the two men abandoned Wogu.

Wogu fled on his own, believing he'd never be identified because of his mask. However, when he tried to remove the mask he seemed to find another mask beneath it; removing the 2nd mask he found a third. Wogu had lost his sanity and was easily picked up by the police where he was placed in a lonely cell, still deliriously clutching at the air and trying to remove the mask he thought he was still wearing.

Comments: Created by Stan Lee and Steve Ditko.

This story was previously told a few times in other Marvel titles, beginning with the story "Men in Black" from Menace I#3. The big change with Wogu's story is that it's set on an alien world instead of Earth.

CLARIFICATIONS:
Wogu should not be confused with:

AQUAS

Aquas were a species who shared the same planet Wogu had been born on. Evolution had caused them to adapt to ocean life. Although they built cities on the ocean floor, they were also capable of at least some duration of time on surface and would mingle with surface dwellers. Wogu resented the Aquas, thinking his people were superior to them and he attempted to stoke up hatred towards them among his people. Wogu ambushed an Aqua and struck him but as this was the first act of violence in ages, it caused Wogu's own followers to abandon him as they couldn't stomach real violence.

Aquas have yellow skin, gills and webbed fingers.
