History:

(Supreme Power II#4 (fb) - BTS) - As Ruiz, a telekinetic superhuman who preached the return of Hyperion (Mark Milton), rampaged in Paris, the military opposed him to no avail.

An unidentified general called in a "Code Five" (presumably requesting superhuman assistance, if not specifically Quake), noting that he "thought this was the shit we had you for."

(Supreme Power II#4) - Quake replied, "Just hold on another second, general -- and I'm here." And he was. quake-31916-death

The general instructed Quake to take him down "fast," and Quake replied that fast was what he did.

However, as Quake kicked into a high-energy burst of speed, charging Ruiz, Ruiz instead sidestepped him, shouting "¡Olé!"

Apparently using the remnants of a French flag, Ruiz wrapped it around Ruiz neck, either breaking it or choking him (I'd think the former, as the superhumanly quick Quake could have reacted if he was being strangled).

Ruiz walked away, leaving Quake's apparent corpse on the ground as the general (presumably) tried in vain to contact him.

Comments: Created by Kyle Higgins and Manuel Garcia.
At least according to a quick internet search, the French word for fast or quick is apparently rapide, and the word for speed is vitesse. It strikes me that the name Quake is a play on the way someone with a French accent would say the English word "quick," but maybe I'm wrong.

Quake is noted to be a telekinetic, but the way in which he killed Quake did not seem to use telekinesis.
I honestly didn't read the whole series for this profile. The series came out when my kids were very young, when I didn't have much time for reading comics, and I likely just filed it away to read later, and then eventually just filed it. Probably once we have the entire Squadron Supreme-712 profiled, I'll look into this series more.
Loki, who was kind enough to recommend Quake to cover the Supreme Power series and characters, had this to say:

He is apparently a telekinetic - the military says as much to Hyperion in Supreme Power II#4, p8, pan 4. In his first two appearances (#2 and 3), Ruiz makes people explode by pointing at them. By #4 and just prior to him fighting Quake, we see him being shot at, and based on the light flashes around him and him also not being actually hit, I'm assuming he's deflecting the bullets. Since there's no evidence he'd be fast enough to see the individual bullets I'm guessing he had some kind of general deflecting field up. My guess is that Quake's error, literally a fatal mistake, was pausing when he arrived long enough for Ruiz to see him (p1, pan 3) before running straight at Ruiz. If he'd just attacked Ruiz when he arrived before Ruiz knew he was there, then he'd either have taken Ruiz down with ease, or bounced off the deflection field. As it was, Ruiz knew he was coming, regardless of Quake's speed once he began the run. A motorbike can go a lot faster than a human, but a human who has a few seconds warning that a bike is driving at him might be able to anticipate when to sidestep -- I would assume that's how dodging bulls in bullfighting might also work, and as we saw with his "Ole" that's what Ruiz did. It's also feasible that Ruiz was able to use his telekinesis to slightly deflect Quake's path (or push himself out the line of fire), similar to how he deflected the bullets.

In Hyperion's case, he didn't give Ruiz any warning - he snatched him up before Ruiz knew what was happening, and by the time Ruiz had time to process what was occurring they were high in the sky. Shock then made Ruiz hesitate, presumably unsure what to do (if he'd not tried using his telekinesis to fly then he might have thought attacking Hyperion would result in him dropping to his death). And then a second later he was in outer space, and too busy dying.

Snood again: I definitely think that's what happened with Hyperion, that and perhaps he was too flabbergasted by encountering his idol/perceived savior to react/fight back.
I certainly agree that Quake wouldn't have had time to build up to full speed, but the energies behind him as he's running make it look like he's moving at a significant speed. Sidestepping him with a little reaction time and/or telekinetically moving him to the side are certainly believable. Wrapping something around his neck while he was moving at high speed (maybe he couldn't reach his top speed of perhaps hundreds of miles per hour, but he was probably up to at least 30-60 mph). Perhaps Ruiz telekinetically amplified his own speed (or, even better, slowed Quake somewhat) and braced his arms/neck/back against the sudden inertia of grabbing someone moving that quickly.
If Ruiz only choked Quake, rather than breaking his neck, it is quite likely that he made the common mistake of thinking him dead when he passed out, and Quake could have recovered from that. Depending on the nature of his powers, Quake could potentially have healed from a broken neck given the medical support.
Then again, the odds of seeing the minor characters from this universe seem pretty low.

Quake was on 6 panels over two pages, so we don't know anything about his origins or the extent of his powers.

It was a little painful for me to repeat the error of using an adjective to describe a verb ("take him down fast" should be "take him down quickly"), but Quake's comment "fast is what I do" suffered a little when I used quickly. Actually, since they were speaking French, it must be the translator who messed it up.
I wish everyone watched and remembered the Electric Company's "LY" video. Or Schoolhouse Rock's adverb song.
