History:
(All-Winners Comics I#2/5 (fb) - BTS) - Little is known
of the origins of Lens, the Unknown. He became a spy for Nazi Germany
with waterfront thugs as support, establishing a network importing
precious
jewelery from Germany that had been covered with slow-acting lethal
poison. Lens distributed these with collaborator Paul Smythe through
the Star Department Store as part of a further Nazi effort to undermine
American confidence and trust in its stores.
(All-Winners Comics I#2/5) - Lens visited Smythe in his
office to ensure all was progressing smoothly with the distribution of
deadly jewelery. However, the heroic
vigilante Whizzer, suspicious about the spate of deaths that could be
traced to jewels from Star, disguised himself as jobseeker Jim Brown.
Lens hid and overheard as Smythe quickly shuffled "Brown" away to work
at
a counter. Once "Brown" was away, Lens emerged and told Smythe to take
care of the latest jewelery shipment while he stayed and checked his
gun. However, "Brown" voiced his suspicions to Smythe, unaware he was a
collaborator, so Smythe led him to Lens. "Brown" thought he had fooled
Lens into believing he was a crook willing to help the sabotage effort,
but Lens duped him, taking "Brown" to the waterfront, where Lens
revealed the full extent of his plan. "Brown" transformed into the
Whizzer but was knocked out by Lens. The villain ordered ship's
captain Spike dispose of Whizzer, but the hero escaped and confronted
Lens
and Smythe at the department store, which was just about to open with
the poisoned jewels at discount prices for faster sales. Lens pushed
Smythe aside, seeking to escape. As customers streamed in, Whizzer
could only capture Smythe; Lens vanished, leaving his distinctive cape
and spectacles behind so that he could blend in with the crowd.

Cool name, but not much of a gimmick to go with it --
basically a spy-saboteur with clothing that hid his identity, yet also
drew attention because of their distinctive look.
So what happened to the mysterious Lens, the Unknown?
Presumably he took up another identity and stayed a Nazi spy within the
USA, possibly in another city.
He didn't speak with the usual ridiculous Germn
accent so often given to English-speaking German villains of the era,
so I can't be sure he's a German citizen. He's described only as "Hitler's
secret-spy-master
in the United States."
Whizzer uses the pseudonym Jim Brown in this story when he infiltrates Star Department Store instead of his real name Robert "Bob" Frank.

Paul Smythe was the General Manager of the Star
Department Store. He was a collaborator with the Nazi spy known as
Lens, the Unknown, who imported jewelery secretly laced with
slow-acting lethal poison; this jewelery was distributed through
Smythe's store. When the heroic speedster the Whizzer investigated the
spate of deaths, all linked to jewels bought from Star, Whizzer applied
for a job at Star under the pseudonym Jim Brown. Distracted, Smythe
allowed him to start work, but an accidental work bump had Smythe
regret the decision. However, "Brown" told Smythe of his suspicions,
unaware the manager was a collaborator, and Smythe led "Brown" into a
trap where he was trapped by Lens. Whizzer later freed himself and
having identified the culprits, stopped Smythe, but Lens escaped.
