Rambeau's grandfather fought in the war together. He always spoke highly
of LeClare. (see comments)
After the war LeClare worked in advanced physics. Funding was hard to comeliv by for his research on drawing energy from other universes, but South American Dictator Generalissimo Ernesto Ramirez though was interested enough fund him. LeClare was on the verge of a breakthrough when he discovered that Ramirez intended to use his discovery for a weapon. LeClare failed to dissuade him and fled from Ramirez's country, but LeClare's former assistant Felipe Picaro continued LeClare's work. LeClare believed he began building a weapon on Roxxon Oil Tower#25 and sought help within the U.S. government, but nobody believed him.
(Amazing Spider-Man Annual I#16 (fb)) - LeClare visited his wartime friend's granddaughter Lt. Monica Rambeau in the New Orleans Harbor Patrol headquarter to ask her for help. He explained to her the situation and hope she could convince the authorities to do something about it.
The next morning Monica borrowed a boat from a friend and took LeClare to Roxxon Oil Tower#25. LeClare was supposed to stay on the boat while Monica checked what was going on aboard the oil rig. She promised She promised to leave and call the coast guard in case anything suspicious was going on while LeClare hid below deck.
While Picaro and the guards were distracted by Monica, LeClare snuck aboard the oil rig and broke into the tower to attempt rendering the mechanism inactive, but he accidentally activated the intruder alert and got caught. Picaro suspected Monica was responsible for the intruder and took her to the tower where he was surprised to see his old professor. LeClare tried to warn Picaro that the technology was too unstable, but Picaro only saw the devastating power his energy disruptor possessed that could obliterate any city within 2000 miles. Picaro was going to test the weapon on Fort Benning in Georgia, but Monica broke the silicon grids with her bare fists and caused an explosion that bathed her in extradimensional energies.
Empowered by these energies Monica soon returned to the oil rig where Picaro blamed LeClare for sabotaging the disruptor. Picaro shot LeClare before Monica could stop him and wanted to get LeClare to safety, but the old man told her that Picaro's weapon had ripped a hole between the walls between worlds and energy was flooding in from another dimension. He knew that the hole was steadily growing and in the end both universes would smash together. Monica sealed the hole and even atomized the second bullet Picaro shot at LeClare before it hit the professor's back. Monica patched up LeClare's wound and fled with him from the oil rig before the coast guard arrived.
(Amazing Spider-Man Annual I#16 (fb) - BTS) - Back in New Orleans LeClare ran tests on Monica and discovered that her body was transubstantiated by the dimensional interface and that she could now change her body into any form of electromagnetic energy.
(Amazing Spider-Man Annual I#16 (fb)) - LeClare informed Monica about the results of the tests and explained her new powers to her. He then handed her a version fabricated from unstable molecules of the costume she wore on the oil rig. Monica wasn't sure if she ever wanted to use her powers again, but LeClare convinced her that it was her destiny. The media were already reporting on her as the new Captain Marvel after the Navy were told by hysterical guards on the oil rig about her. Monica quit her job at the coast guard to start her new life as a superhero and then left with LeClare to celebrate and have breakfast with him.
(Amazing Spider-Man Annual I#16 (fb) - BTS) - LeClare couldn't help Monica any further and she sought the help of Reed Richards when it became clear that she would explode due to the excess energy she had absorbed from the hole between dimensions building up inside her. Richards wasn't around at the moment and Thing directed her to the Avengers instead where she eventually received the help she needed.
(Avengers I#250 (fb) - BTS) - LeClare got a job at the Bern Institute of Applied Sciences and sent a letter to inform Monica about it.
(Avengers I#250) - Monica visited LeClare at the institute in the Swiss Alps to congratulate him. She arrived just at the right time to learn from LeClare and his colleagues that the Earth was in danger because its rotation was slowing down. He believed that an outside force was responsible and warned Captain Marvel that the planet's deceleration could eventually cause natural disasters all over the world and end all life on Earth after the atmosphere broke down before half the planet was baked by the sun while the other half was frozen solid after the rotation stopped completely. Captain Marvel didn't know how to fix the problem, but was sure that her teammates at the Avengers could help.
(Solo Avengers#2/2 (fb) - BTS) - Picaro forcefully took over the Bern Institute of Applied Sciences in Switzerland and blackmailed LeClare to send a telegram to Captain Marvel by threatening the lives of LeClare's colleagues. Even though the telegram seemed odd, Captain Marvel flew to Switzerland to meet with LeClare. Captain Marvel lost control over her powers and accidentally destroying a resort. Afraid that this was what LeClare was warning her about, she immediately called him from outer space.
(Solo Avengers#2/2) - LeClare at first played along and told her to come to the institute to let his research team run tests on her, but she suggested it would be better to head to the Avengers' Hydrobase and stay in a containment chamber. She invited LeClare to check on her there. Picaro told LeClare to reassure Captain Marvel that she had to come to the Bern Institute, but LeClare instead revealed to her that she was okay and that it was all just a trick. Picaro knocked him out for turning on him and Captain Marvel rushed to LeClare immediately to help him. When Captain Marvel arrived LeClare was kneeling on the floor and Picaro threatened to kill LeClare's colleagues if Captain Marvel didn't allow him to absorb her powers. Captain Marvel helped LeClare to his feet and feigned to surrender. LeClare was shocked, but Captain Marvel then punched Picaro in the face and then destroyed the tanks LeClare's colleagues were trapped in. LeClare took his colleagues outside while Captain Marvel fought and eventually defeated Picaro. LeClare and his colleagues watched the massive explosion caused by the battle in the distance.
LeClare and his colleagues investigated the crater in protective suits and examined Captain Marvel and Picaro. Despite Captain Marvel's concerns LeClare assured her that her powers were under control again and that she could return to human form whenever she wanted to. He also revealed that Captain Marvel had actually saved Picaro by re-absorbing the energy he had stolen from her at the last moment before the explosion. He was sure that getting his life saved by Captain Marvel would anger Picaro even further. LeClare's colleagues were scared of the powers Captain Marvel wielded, but LeClare knew that these powers were in the right hands with Captain Marvel.

The Gulf of Mexico is probably known to some people in the US as the Gulf of America. ;)
The war mentioned by LeClare was presumably meant to be World War II originally. Due to the sliding timescale this is probably topical at some this point.
His wartime activities also tie into his nationality. Switzerland is famous for its neutrality while France was heavily involved in World War II. He was likely part of the French Resistance against the Nazi occupation and met Monica's grandfather in France.
LeClare's research and the weapon created by Picaro using it basically could've caused what was years later known as an incursion.
