Powers/Abilities: King Simian appeared to a
humanoid-chimpanzee (or bonobo, or something similar).
He is apparently a super-genius, and he has the knowledge and technology to create a time machine able to transport materials, at least, into the primordial past.
He could further create a "devolving agent" intended to drop evolution back a level when injected into Earth's primordial ooze.
King Simian was served by a group of at least three Primateers (King Sapien had at least six, but only three were shown for King Simian), who were either chimpanzees or similar ape-men.
History:
(Amazing Fantasy II#15/6 - BTS) - On the Earth of Reality-67171, a world
apparently run by dinosaur-men, the human eco-terrorist King Sapien led
his Primateers in a plot to use his time machine to send his devolving
agent into Earth's primordial ooze and drop all of the dinosaur-people
down to his rung on the evolutionary ladder.
G.R.A.M.P.A. (the Global Reaction Agency for Mammal/Primate Affairs), sent the duo Blackjack (Ace and Jacquie) to stop King Sapien, and they located and broke into his base. Recognizing the pair, King Sapien had his Primateers engage them while he finished his efforts. Defying Ace's announcement that he was under arrest by the authority of G.R.A.M.P.A., Sapien replied that they would see how long their authority lasted once he had devolved them as planned. Refusing to allow this, Ace fired an explosive round into the time machine, and their was a bright flash of light.

the human Blackjack members proclaimed their victory, while King Simian
(who, like his Primateers, was an ape-man) was perplexed, as he felt
that his plan had been perfect and should have worked.
(Amazing Fantasy II#15/6 (fb) - BTS) - Blackjack imprisoned King Simian and his Primateers in a caged habitat in the Bronx Zoo.
(Amazing Fantasy II#15/6) - King Simian warned Ace that
the next time, he would succeed and devolve them all, but Ace taunted
him as a "silly monkey," assuring him that that would never happen, "not as long as the law (Darwin's) was on
his side."

I don't think I
appreciated the details the first time I read this, but the story
appears to have been written as if King Sapien succeeded, but the
devolving agent affected everyone, re-writing the past so that while the
dinosaur-people were now humans and he and his human Primateers were now
ape-men.
However, affecting the past typically just diverges
an alternate reality, and so it diverged Reality-616 from Reality-67171.
What's more complex would be figuring out what
happened in each reality.
In Earth-67171, presumably nothing happened, as the
divergence did not affect their reality, and King Sapien was arrested by
the unchanged dinosaur-people Ace and Jacquie.
In Earth-616, presumably thing proceeded very
similarly to the events on Earth-67171 (with the notable exception that
humans were the conventional species and King Simian and his Primateers
were ape-men), as everyone was in-place and Sapien used his time machine
to send his devolving agent to the past.
What is unrevealed is whether King Sapien also
succeeded, in which case Earth-616 would have been unaffected, but
another reality would have been diverged where the dominant species were
ape-men, and then King-something was one level below that, perhaps some
lower primate...and the effect could have been perpetuated through
multiple realities. But, it also could have been that Ace shot Simian's
machine before the devolving agent was sent back in time, and so no
other reality was diverged.
Beyond the reality-alteration, I
don't think we know how/why King Sapien was an ape-man with super-genius
intelligence.
I'm also not sure that a conventional habitat in a zoo
is a secure place to imprison a criminal genius with simian physical
abilities, but...what's the difference, it was fun anyway!
Both
Earth-99476 and Earth-66755 have sentient civilized dinosaurs in the
modern day, but also minority human population. Does us seeing the exact
divergence make it definitely distinct from the others?

Debatable for sure. I think the divergence is
convincing for a designation. I THINK Dan Slott's thought process or
intention was likely that the first reality was re-written into the
second, but that's not typically how time travel works in the Marvel
Multiverse. But that thought process (which is an assumption) makes me
think that it was intended to be an unique reality:
Earth-67171 Ruled by dinosaur men, with a smaller human population. Despite efforts of Blackjack and agents of GRAMPA, King Sapien used time machine to send a devolving agent into Earth’s primordial past, diverging this reality from Earth-616, which mirrored the devolved situation. Amazing Fantasy #15 (2006)
