History:

Raccoon II#11 - BTS) - Shortly after parting ways with Captain
Sale, Rocket appreciated that it would have been better had he
taken the time to pay off his fines, as Stan Hanover reported that his
class-1 debt warrant had been elevated to a series 9B-8 felony: Upon
capture, he would be incarcerated without trial for no less than 10
years, and if he resisted he would be shot on sight.
Seconds later, he and Groot were surrounded by multiple police ships, and they were forced to surrender. With his escape plan having worked out well (sneaking in a splinter of Groot to help him break out), Rocket blasted Groot into splinters).

his mouth.

When the humanoid beareded guy noted that he liked his tail, Rocket told the guy to remind him to "'Blam, murdered you' later."
Arriving at his cell with the same cellmates from when he had escaped his cell in Devin-9, Korgo asked if he had brought one of those Groot-picks with him.
Rocket instructed Xemnu, whom he called "Bob," to get
the toilet ready as he produced the Groot-pick...

There is not evidence that one needs to undergo a trial in order to be imprisoned on Devin-12, although Rocket was an escaped convict from the PRESUMABLY related Devin-9.
I would guess that Devin-12 is an homage to assistant editor Devin
Lewis.
In Rocket
Raccoon II#2, Rocket was sent to Devin-9 and encountered a number of the
same inmates and the same cellmates as on Devin-12...but the "prison
planet" appearance from orbit and the name were both different.
It was just a running joke, and we don't know how
the same people ended up imprisoned in Devin-12 unless Devin-9 was shut
down and its inmates transferred to Devin-12...or something...
Beyond his cellmates being the same,
those in the line (top left image here and in the Devin-9
profile) may or may not have been the same. The human guy with long
hair and the beard is stockier than the one in Devin-9, and the fish
person is a different ahde of green with a different type of head, but
both cases may just be artistic license.

Devin-12 should be distinguished from:
Robotic drones
appeared to be the main security force associated with Devin-9.The drones have an upper, presumably central processing unit, with a single glowing red optical unit and a pair of antennae-like presumptive transmitters. From a pair of "shoulder" joints at each lateral aspect of the upper unit, a cable-like "arm" extended, terminating in broad blaster-units. Centrally, a larger cable extended downward into what appeared to be either an anti-gravity or some other sort of flight and/or navigational unit. .
