History:
(What The--?!#8/2 - BTS) - The demon My-Fistoe, ruler of the underworld and landlord of the building, appeared to collect the rent from Bud and threatened to shut down his bar, Bud's Suds, and destroy the will of those partying there if Bud didn't pay him.

In response, Catsy (formerly Hell-Kitten) arranged a charity benefit to help pay the rent: Super Heroes for Bud!captain_ultra-brite-wt11-HNY

(What The--?!#8/2) - The next evening the charity benefit was hosted by Patsy and Captain Ultra-Brite. Aided by his partner, Laughtrack Man, Ultra-Bite made multiple marginally amusing jokes, including noting that he usually came to Bud's when he wanted to be alone; and that he had ordered a large Tab and they brought him somebody else's bill.

(What The--?!#8/2 - BTS) - Other performers included Scaredevil, the Man without an Ear, who sang poorly; Coliseum and Wolveream, who did an Abbot and Costello-esque comedy routine; Doctor Octopus, who performed as the "One-Man Oc-n-Roll Band; Sore, who performed "Singing in the Rain"; and Least, Clipclops, Magneat-o, Longshort, Kleenex & Hamhock, who sang "I'm a Mutant" (to the tune of "I'm a Pepper").

However, they lost track of time and My-Fistoe won...only to lose seconds later/before when Klang, the Master of Time, traveled back in time to pay My-Fistoe with the money earned at the benefit that night on time. My-Fistoe cursed at Bud for actually succeeding. The heroes celebrated Bud while Patsy reunited with her ex Demon.

(What The--?!#11/3) - On New Year's Eve, Captain Ultra-Brite was one of numerous party-goers celebrating at Bud's Sud's.

(What The--?!#11/3 - BTS) - Mr. Hide decided that setting off a bomb in Bud's office would make him the master of the world. The bomb went off at the stroke of midnight, and Bud's Suds was blown up.

Fortunately for everyone, Death, who was also at the party, didn't have the heart to take everyone with her because a high body count would kill the party...and do everyone present was unharmed.

Again, fortunately for Bud, Dr. Hank Prim had a replica of Bud's Suds built and shrunken down with him. Prim expanded the bar and the New Year's Eve party could continue.

(What The--?!#11/3) - Captain Ultra-Brite was amongst all those who celebrated a toast, wishing everyone, "Happy New Year!"

Comments: Created by Scott Lobdell and Dale Keown.

Captain Ultra-Brite is presumably the Earth-89923 counterpart of Captain Ultra-616, and his name MAY be Griffin Gogol and he MAY possess superhuman powers and act as a super hero.
However, nothing is confirmed, and he may be someone else entirely. Maybe he just dresses that way and uses that identity as part of his party persona.

Captain Ultra-Brite was exceptionally lean with exceptionally long-arms in
What The--?!#8/2, but he appeared to be built more like Captain Ultra-616 in What The--?!#11/3. Artistic license? Or perhaps he is something of a metamorph?
