History:
(Police Academy#4/1 (fb) - BTS) - Baby Boomer, thus
named for his babyish looks and face, and his acts of bombing, ran a
campaign of terror, bombing building and stealing money with fellow
gang members Swifty and Dolly.
(Police Academy#4/1 (fb)) - Golf-mad Police Cadet
Eric Lassard accidentally hit a golf ball from a golf course through
the window of Boomer's hideout, where the villain was preparing bombs
with Swifty and Dolly; the ball hit him on the head. Dazed, Boomer
stumbled outside and was captured by police. He was sentenced to 40
years hard labor in prison and swore revenge on Lassard.
(Police Academy#4/1 (fb) - BTS) - Swifty and Dolly
avoided capture and gave up crime. Swifty hid the stolen loot in the
Corny Island amusement park. Forty years passed and Lassard eventually
made his way up to Commandant of the Police Academy. Although the
allotted the sentence was up (possibly extended due to bad behavior),
Boomer dug his way out of prison to escape and targeted Lassard.
(Police Academy#4/1) - Now aged with a long grey
beard, Boomer met up with the similarly elderly Swifty and Dolly. Happy
for excitement, the pair joined him. Boomer wanted to get the hidden
money and kill Lassard with a bomb at the amusement park. He threatened
Lassard via phone and package bomb with a demand to meet at the
amusement park. Meanwhile, the criminal trio went to the Corny Island,
no condemned, but none could read the warning sign due to deteriorated
eyesight. Lassard's supportive police officers and cadets were
monitoring the amusement park, but held off so Lassard could arrest
Boomer for show. Having forgotten the exact location, the trio had to
search through the dilapidated park with the rides breaking apart.
Unlucky cadet Sweetchuck accidentally knocked the money. Grabbing the
cash, Boomer thought Lassard had given up and Swifty mistakenly led
them to a broken roller coaster, thinking it was an exit. But Lassard
had arrived; concerned for their safety, he went to help them, but
Boomer was only interest in revenge. Bumbling Lassard got the coaster
cars moving and the bomb dropped into his car, but the broken ride
finished early, falling into a pool and dousing the fuse. Angered at
Lassard's luck repeating, Boomer demanded to be taken back to prison
where it was safer.

Baby Boomer calls Lassard a "copper", which is
British (or British-derived) slang for police officer, so he may be
from the UK (or a Commonwealth nation). Copper comes from the now
largely forgotten slang "to cop" which means to catch or capture
something, which in turn traces back to Latin and capere, "to take" or
"to seize." - Loki
The city of Police Academy is not named, but given
the climactic battle scene is set at Corny Island amusement park (very
similar sounding to Coney Island amusement park in New York), perhaps
it's meant to be based in New York State.
Colloquially, the "baby boomer" generation is usually defined as people born from 1946 to 1964, while "Generation X" are those born between 1965 and 1980 (and get better comic art... ho ho, mutant joke there).

and condemned. They muddled their way around until accidentally
recovering the cash and mistakenly got on a broken roller coast ride.
Boomer was manic and got arrested while their car landed in a pool and
they thought it was like a Tunnel of Love ride. Lassard passed the
stolen money to the couple.
