Powers/Abilities: Ian was in impressive physical shape. He was trained in the use of multiple firearms and hand-to-hand combat. He used pistols, small machine guns and grenades.
He once used boot jet attachments to float through the air to get down from roofs unharmed.
He became delusional after the death of his family and turned psychotic after psychotropic drugs and electroshocks were used on him.

(Punisher War Journal II#5 (fb)) - Ian lived in New York City during the
terrorist attack on 9/11 in 2001. After the attack he was one of many
New Yorkers flying the American flag for the courageous fireman and
cops.
(Punisher War Journal II#5 (fb) - BTS) - After 9/11 Ian started working as an auxiliary policeman in New York City, helping people all day without ever pulling his gun (which would've been hard anyway because it was not real).
The police was forced to let him go after his family was killed in the Stamford incident with the New Warriors and Nitro.
Despite that Ian continued putting on the uniform and went out on his daily patrol, actually believing that he was a real cop.
(Punisher War Journal II#5) - It was a normal day for Ian on Times Square, helping people find their way around in the city and just being around to make people feel more secure, when a wall was blown up next to him by the super-villain Bushwacker. Bushwacker took a woman hostage and demanded a helicopter when Ian pulled his fake gun on him. G.W. Bridge, who had hired Bushwacker to get to the Punisher, told Ian to stand down, but Ian was unwilling to lower his gun until the woman was safe. Ian flinched when Bushwacker took a few shots into the air, but he didn't lower his gun. Others cops came in and asked Ian to stand down, but he wouldn't yield. Bushwacker demanded the Punisher to face him and threatened to kill the woman if he didn't show up. Bushwacker raised his gunarm on Ian, who still wouldn't yield. Bob Banks, a patrol sergeant out of Midtown South, recognized Ian as a former auxiliary cop of theirs. When Bushwacker realized that Ian was just a volunteer cop he had enough, but Ian managed to distract him by holding on to Bushwhacker's gunarm so the woman could get away. Bushwhacker told Ian to let go of his arm when the Punisher finally arrived. Bushwacker tossed Ian to the ground. Bridge shot Bushwacker and the Punisher disappeared in the crowd. Ian was taken care of by a medic, but was devastated when he saw on the screens on Times Square that Captain America had been killed.
(Punisher War Journal II#11 (fb) - BTS) - Ian ended up in the care of Russo Psychiatric Home (an obviously fake mental institution). He responded well to drug therapy and electro-wave treatments.
(Punisher War Journal II#11) - Lynn Michaels, pretending to be a psychiatrist, talked with Ian about the fact that the Punisher had saved his life and therefore had more impact on him than Ian's other heroes including his own father. Ian didn't like the Punisher because he was a murderer, but Lynn pointed out that the Punisher was only killing other killers and murderers to avenge and protect innocent people like Ian's own family, who had died in Stamford. Ian didn't like talking about his family's death, but Lynn forced him to because she thought the reason why he pretended to be a police officer and stood up to Bushwacker because he wanted to die. She forced Ian to admit that he had been wronged and still wanted to do good. She was proud of his progress and gave him a gun as a present. Ian felt mocked at first, but Lynn took him to a shooting range to learn how to use a real gun. Ian enjoyed shooting a gun and was watched by Lynn and Jigsaw, who were both proud of him. Lynn was sure that a few more psychotropic drugs and more electroshocks would turn Ian into a perfect pawn for Jigsaw.
(Punisher War Journal II#18) - Ian and Lynn, both in Punisher costumes, drove in a van to a meeting under a bridge with the Grady brothers, two policemen that stole seized weapons from inventory at the 23rd Precinct for their brother to sell at a pawnshop. Jigsaw had forced their brother Joseph to call them that everything was okay and that he would arrive in a van to pick up the weapons. Francis and Michael didn't trust the situation and started shooting at the van as soon as they believed that something was wrong. Ian and Lynn jumped out of the armored van and took out the brothers while Jigsaw killed the third brother at the pawnshop. Lynn took the guns from the police car while Ian called the police to report the homicide of the two crooked cops and their brother, claiming that he knew because he was the Punisher and had killed them.
(Punisher War Journal II#19 (fb) - BTS) - Ian took out the Francone Family. He took out fourteen criminals in total in one night, but left a witness behind because he went in too early.
(Punisher War Journal II#19) - Jigsaw congratulated Ian on his killing spree, but then beat him up for leaving behind a witness because he didn't wait. He tried to teach Ian that precision was the foundation of passion. Lynn forced Ian to tell Jigsaw that he was right while Jigsaw called Ian his son. Jigsaw then sent Ian after a drug trafficker, a pimp and a whore. He gave Ian the leads to his next targets and wanted him to say "Thanks, Dad" in the end. Lynn told Ian to do as he was told and Ian did.
(Punisher War Journal II#19 - BTS) - Ian went into Uncle Chow's store and killed him in front of his nephew Gage. (Chow was apparently the drug trafficker).
(Punisher War Journal II#19) - Hiding his identity behind a trenchcoat, scarf and a deerstalker hat, Ian followed the Punisher into a hotel. When Frank turned around Ian shot him in the chest twice. Frank survived due to his bulletproof vest. Ian ran away and Frank came right after him. Ian fled through a restaurant and dropped two grenades in the kitchen. People died, but the Punisher survived and went after Ian again as soon as he was back on his feet. Ian tried to get away on a motorbike, but the Punisher shot his wheel and Ian was forced to flee on foot. He took a fire escape to a roof and then jumped off, landing safely on the ground due to his boot jet attachments. Ian made his way to his next target, but the Punisher arrived before him because he suspected Diamonelle (secretly Lynn Michaels) would be his next target. When Ian arrived the Punisher jumped with Diamonelle through the window to escape Ian's gunfire. Frank was shocked when he saw that Ian was wearing a Punisher costume and fled with Diamonelle through the sewers.
(Punisher War Journal II#19 - BTS) - The police, who were in Jigsaw's pocket, blamed the Punisher for Ian's recent activities including the murder of civilians. They declared Castle a terrorist.
(Punisher War Journal II#20) - Ian watched Jigsaw hire Lady Gorgon and the Hand to kill the Punisher for fifty million euro. Afterward Jigsaw ordered Ian to get the word about the bounty on the Punisher's head out on the street even though Lady Gorgon specifically warned Jigsaw not to hire anyone else for the job because the Hand did not want to compete with others for the money.
(Punisher War Journal II#20 - BTS) - Ian followed Jigsaw's orders.
(Punisher War Journal II#21) - Ian found Frank severely injured on the subway. They fought and at the next stop Ian dragged Frank to the door and held him down so the door would cut off Frank's head. G.W. Bridge arrived just in time with a few S.H.I.E.L.D. agents to save Frank from Ian. They were both arrested.
(Punisher War Journal II#23 (fb) - BTS) - Ian was sent to S.H.I.E.L.D. Facility 832 for incarceration.
(Punisher War Journal II#23) - Lynn Michaels was ordered to escort Prisoner 1351-KL to sublevel 9 for his afternoon exercises. When she realized that it was Ian she apologized to him for what she had done to him. As part of her apology she took him to Jigsaw's cell, gave Ian a gun and allowed him to shoot Jigsaw. Ian was overpowered by S.H.I.E.L.D. agents and Lynn was put into handcuffs. While on the ground Ian told everyone that he was not the Punisher, ending his delusion that he was.

Ian's last name was first revealed in Jigsaw's profile in Official Handbook of the Marvel Universe A to Z HC#6 (2008).
Ian looked like a pretty regular dude in his first appearance, but he put on some massive muscle mass between his second and third appearance. He probably received some special meds to increase his muscles faster.
