Powers/Abilities: Windchill wore a magic cloak that allowed him to create a massive snowstorm across a large city. It also granted him the power of flight and the ability to become intangible.

History:
(Ironheart in Winter Weather Safety) - Windchill with his magic cloak caused a snowstorm in Chicago. He was sure that the city was not prepared for the destruction to follow, but Ironheart corrected him that the people of Chicago actually knew how to deal with the cold. He expected pipes to freeze across the city, but people knew how to prevent it. Ironheart tried to punch Windchill in midair, but his magic cloak made him intangible. He mocked Ironheart for trying to blast him next and was sure about the destruction his snowstorm would cause on the streets while they fought, but the people of Chicago drove carefully and took care of each other. Ironheart finally realized that to defeat Windchill, she had to remove the source of his powers and ripped off his magic cloak. Windchill, now powerless, was caught by Ironheart, who promised to get him out of the storm and into some warm clothes before taking him to a warming place while the storm caused by Windchill still raged. Windchill wondered if that meant that he was not in trouble, but Ironheart assured him that he definitely was.

I can think of a few beings that could've been behind the creation of this cloak, including Ikthalon, Ymir or any Frost Giant sorcerer.
