History:
(Alpha Flight I#92 (fb)) - Early on as Department H was developing a super-hero program for the Canadian government, Kerry Patrick served as the aide to Gary Cody, who was the government liaison for the eventual Alpha Flight team being organized by James MacDonald Hudson. Kerry attended a briefing between Cody, Hudson, Major Chasen and General Jeremy Clarke in which Hudson spoke against Chasen's desire to plant biochips built by Roxxon into Alpha Flight members. Later, Kerry was present when Hudson dismissed Major Chasen as Alpha Flight's military liaison, leaving General Clarke to assume his duties.
(Alpha Flight I#91) - Kerry was assigned as the new liaison between Alpha Flight and the Canadian government, after a lengthy period where Alpha Flight had been run outside of government control. The government began building a new Department H base outside of Toronto and Kerry went to the construction site with Alpha Flight's Sasquatch, Gamma Flight's Witchfire and the yet-to-be-inducted Windshear. Alpha Flight's leader, Guardian, wanted Sasquatch and Kerry to take turns evaluating Witchfire and Windshear. When a mooring cable snapped in the construction above, debris nearly crushed the four below but Windshear generated a hard air screen to shield Kerry from harm. Sasquatch felt the construction site would need serious supervision and Kerry concurred.
Later, Kerry was present with Alpha Flight on Parliament Hill in Ottawa while they provided security to the visiting Dr. Doom and fended off an attack by the Latverian Liberation Front. Afterward, Kerry went to a restaurant to meet with General Clarke, who expressed his disdain for Kerry as a "paper pusher" and stated bluntly that he had no concern for Kerry's opinions. As Alpha Flight's military liaison, General Clarke insisted Guardian be removed from Alpha Flight's leadership and replaced with Vindicator.
(Alpha Flight I#92) - Kerry joined General Clarke, Walter Langkowski and Michael Twoyoungman as they monitored a training session with Guardian and Vindicator.
(Alpha Flight I#97) - With the new Department H facility completed, Kerry arranged a tour with General Clarke, Guardian and Vindicator. When Clarke claimed Alpha Flight was still on a "probationary" basis, Kerry reminded Clarke he was speaking for himself, not the government. The tour included a look at their new communications room and its satellite network. As Guardian noted most of the team had moved into the headquarters but Sasquatch continued to complain about living in Toronto, Kerry insisted he'd come around. Guardian and Vindicator expressed their belief that Alpha Flight should be used to make the world a better place, "no matter what the sacrifice," a statement Clarke cynically dismissed but which Kerry supported.
(Alpha Flight I#101) - After Vindicator died in battle, Kerry and General Clarke met with Heather Hudson and Eugene Judd by Vindicator's grave. Kerry informed Heather the Prime Minister had agreed to give Alpha Flight the unwavering support of the Canadian government. Later, Kerry and General Clarke along with other Canadian officials went to a formal funeral service for Vindicator in which Guardian eulogized her husband.
