History:

(Sailor Sweeney#12/1 (fb) - BTS) - Joanie Jones won a beauty contest at her college and this was reported in the local newspaper, along with bikini pin-ups in magazines. Fascinated with the navy, she convinced her uncle, who commanded a training base for sailors, to give her a tour of the base. Local base rapscallion "Sailor" Sweeney was a fan of her after seeing her in the print media.

(Sailor Sweeney#12/1) - Joanie briefly visited the base and drew the attention of many navy recruits in their barracks. The next day, Joanie's uncle ordered she be escorted around the camp to review the training. Attracted to her, Chief Petty Officer Mulligan took on the duty himself. Mulligan showed the shooting, fire control and his living quarters, although she was a taken aback at the huge array of female movie star pin-ups on Mulligan's wall. Joanie wanted away and to check in on the barracks; she was surprised at the large number bunked inside. Joanie queried the lockers and Mulligan, as usual, picked on Sweeney. Embarrassed, the recruit opened his locker and Joanie was pleasantly surprised that Sweeney had a picture of only her inside. With that, she chose Sweeney as her sailor date to her birthday party that night, much to Mulligan's chagrin.

(Sailor Sweeney#13/4) - Joanie drove into camp and asked Sweeney out on a picnic, but he declined. Annoyed with him, she next went to Mulligan, who also passed. She angrily drove off, but both men were actually confused (and mistaken) that Joanie's birthday was imminent and were rushing to secretly buy her extravagant gifts. Their exasperation was compounded when they discovered that sailor Barney Barnacle had scored the picnic date instead.

(Sailor Sweeney#14/1) - Sweeney and Mulligan both took leave to accompany Joanie to Coney Island entertainment area. Sweeney and Mulligan competed for Joanie's attention with Sweeney scoring the seat next to her in the Tunnel of Love boat ride, pranking Mulligan in the dark with an unattractive lass. Sweeney stayed with Joanie in the mirror maze and lost Mulligan to spend time with her. But Sweeney dropped his wallet and Mulligan nastily paid the parachute ride owner to keep Sweeney suspended high while he spent time with Joanie. However, Sweeney spotted a robbery and heroically stopped them, earning him all rides free for two people. Sweeney intended to spend the exciting time with Joanie while Mulligan was again stuck with the unattractive lass.

So Joanie had declared her birthday party in Sailor Sweeney #12, but Sweeney and Mulligan didn't realize it was her birthday in the very next issue?? Maybe they thought her birthday was several weeks before the actual birthday party? There were still seven weeks left for Sweeney's time on training camp (identified in #12), so it couldn't have been a whole year had passed.

Presumably her first name is Joan and Joanie is her nickname.
