History:

(Strange Tales I#147) - Senator Dudley served as a member of the S.H.I.E.L.D. Executive Council attended a speech by the A.I.M. arms dealer Count Royale on the S.H.I.E.L.D. Helicarrier as he suggested a means by which cities could be made bombproof; Royale was actually seeking to subvert S.H.I.E.L.D. by enlisting the United States as a client.

(Strange Tales I#150) - Senator Dudley joined the Executive Council on the Helicarrier as they observed Nick Fury testing the Overkill Horn. Seeing one U.S. general was crestfallen by the test, Dudley asked him to explain and the general replied he was worried that if the Overkill Horn were in another party's hands they might use it, and he's seen intelligence reports from S.H.I.E.L.D. indicating someone else had built a copy. When Dudley asked which nation was behind it, the general replied it wasn't due any one nation. Dudley promised to talk to Fury about it as he left the Helicarrier for S.H.I.E.L.D.'s Manhattan base.

    At S.H.I.E.L.D.'s Manhattan base, Senator Dudley brought out a new type of camera projector to show Fury and his fellow agents Dum Dum Dugan and Jasper Sitwell a film made by the so-called Don Caballero (actually Baron Strucker of Hydra) inviting Fury to visit him at Karnopolis, Egypt. Fury and Dudley were both aware the invitation was a trap but they decided to play along. Fury thanked Dudley for bringing him the assignment.

CAMERA PROJECTOR

The Camera Projector was a "new" device (possibly designed by Tony Stark) which Senator Dudley operated at S.H.I.E.L.D.'s Manhattan base. The device appeared to operate on a similar principle as that of a television screen, but projected its images within a large sphere, rather than a flat screen. Senator Dudley used the Camera Projector to run a film of the so-called Don Caballero (actually Baron Wolfgang von Strucker).
