History:
(Amazing Spider-Man IV#25 (fb) - BTS) - In the
months when Countess Katrina Karkov was the monarch of Symkaria,
Doctor Dragovic performed surgery on Norman Osborn's face, making him
appear identical to a Delvadian gun-runner named el Facoquero. The
procedure was successful, despite the pain.
For months, Norman Osborn used the identity of that
criminal to further Countess Karkov's and his black market weapon
business.
Many faces were stored at the precise low temperature by
Doctor Dragovic within Castle Karkov.
After months, Countess Karkov ordered Dragovic to prepare for another face-change for Norman Osborn.
(Amazing Spider-Man IV#25) - When Osborn reached the depths of the castle where the surgery room was, Dragovic called him "my friend." Shortly thereafter, the Doctor led Norman to the "cold room" where he had stored the possible faces for Osborn to use. For a while Osborn mumbled about coming back to his original face, but he chose differently.
(Amazing Spider-Man IV#26 (fb) - BTS) - Dragovic performed the surgery giving Osborn a face with a beard and mustache.
(Amazing Spider-Man IV#26 / Amazing Spider-Man IV#27 (fb)) - Osborn used the new face for some days. His unexpected meeting with Spider-Man, in Hong Kong, made him change his mind, an he decided to revert to his original face.

(Amazing Spider-Man IV#27) - Doctor Dragovic performed another surgical face change, after having warned Osborn he was against repeating such a procedure so soon after the previous one. However, Osborn was determined to go on.
The final result was a deformed face, even so, similar to the original one. Dragovic tried to apologize, explaining that the strain on the muscles had been excessive, given the short time that had passed between the two surgeries. Norman Osborn "rewarded" him, exposing Dragovic to his Goblin serum. Gasping, Doctor Dragovic was engulfed by the cloud of purple gas.
Outside the lab, Countess Karkov asked about the Doctor to Norman. Osborn suggested that she not enter in the lab, because it was a mess.
Shortly after, Norman reached the missile that contained thousands of doses of modified Goblin serum. At his flank, almost as a pet, there was a changed, stronger, and more loyal than ever Doctor Dragovic. He had become a new slave of the Goblin Army, an example of what the missile would have done to all the citizens of Symkaria capital.
(Amazing Spider-Man IV#28) - Following his master as a pet, "goblin" Dragovic found himself on Spider-Man's path to Osborn. It took a single punch only for Spider-Man to knock the doctor out.
Mockingbird and the Wild Pack neutralized the missile and Norman Osborn and Katrina Karkov's plans.

Doctor Dragovic's surgery gave to Osborn a face
identical to el Facoquero's. One of the many explanations about El
Facoquero's deformed face is that Dragovic also changed El Facoquero's
original face, for whatever reason. This operation had to have happened in a
past far enough to allow El Facoquero to spread his "skills," identity and
fame all over the criminal world.
From Slavic "drago + vic", in English would mean "dear + son of."
I thought "drago" or "draco" could also mean "dragon"?--Snood
