skilled thug and regularly carries a handgun. He has been seen
displaying some leadership qualities over other goons working for
Hammerhead and has enough knowledge to know what a gas mask was when
others didn't.

History:
(Amazing Spider-Man I#114 - BTS) - Chuck was a member of the criminal
Hammerhead's mob.
(Amazing Spider-Man I#115) - When the mobster Hammerhead cornered the
supervillain Doctor Octopus inside his headquarters, Hammerhead
summoned more of his men to help storm the building, including Chuck.
Chuck and the other men arrived shortly after but when they approached
the front door, Doctor Octopus unleashed his agents known as Defense
Force Nine. Several gas mask-wearing men soon erupted from the front
door and one of Hammerhead's thugs asked Chuck what was going on,
questioning the crazy masks. An annoyed Chuck explained that the masks
were gas masks, calling the other thug an idiot and ordering the rest
of the men to mow Defense Force Nine before they could try anything
funny. Defense Force Nine managed to hurl smoke bombs before Chuck and
the others could act, however, and they were quickly downed by Defense
Force Nine.

The Official Marvel Index to the Amazing Spider-Man I#5 notes in the Amazing Spider-Man I#115 that Chuck may have been seen in the background of Amazing Spider-Man I#114 but the entry on Amazing Spider-Man I#114 makes no mention of Chuck and the later Amazing Spider-Man: Official Index to the Marvel Universe TPB also does not mention Chuck being around in Amazing Spider-Man I#114. Given that we don't see any of Hammerhead's goons wearing Chuck's more rounded-top hat in #114, I'm inclined to believe that Chuck is not actually seen in the issue and he must be behind-the-scenes within Hammerhead's mob while not actually being present in the issue. That same Index issue also mentions that some of Hammerhead's gang (not Chuck specifically) appear in Amazing Spider-Man I#130 and since Hammerhead's goons in that issue all appear in yellow uniforms, we really don't have any evidence to support one of them being Chuck. Therefore, I am choosing not to include #130 as an appearance of Chuck.
Chuck was only ever seen in shadow
or from behind so we have no way of knowing what his eye or hair color
is. Additionally, he was never seen next to any characters whose height
and weight have been officially determined so it was impossible to
approximate his height and weight.
