History:
(D.P.7. I#19 - the Clinic) - Following the White Event on July 22, 1986 caused by the Star Brand, Ross Wexler was one of many people who discovered they had paranormal abilities. On May 25, 1987, Ross became a patient at the Clinic for Paranormal Research in Wisconsin to receive treatment in controlling his parability. He was assigned to Therapy Group E.

(D.P.7 I#14) - On July 19, 1987, Ross, now calling himself "Chill," joined with fellow patient Indigo in organizing a group comprised of the Clinic's Black patients, encouraging each other to stand up collectively against any racist actions at the Clinic. Chill and Indigo met with Charlotte Beck and invited her to join the Black Powers. The next day, the Black Powers held their first official meeting in Indigo's quarters, with Chill and Indigo joined by Blindspot, Squirm and Charlotte. Blindspot encouraged the others to take action against the known racists in the Clinic, identifying Freefall and Tangler while Charlotte added Randy O'Brien to the list. Chill joined the Black Powers in ambushing Freefall and Tangler in the Clinic's parking lot. When Charlotte held them to the ground with her parability, Chill, Blindspot and Indigo gave the two men a terrific beating. Next, they confronted Randy in the Clinic's gym, accusing him of hassling Charlotte. When Chill touched Randy, the cold caused him to involuntarily emit his Anti-Bodies for defense and the Black Powers fought the creatures until Jeff Walters broke up the fight.

(D.P.7 I#15) - Bazooka joined the Black Powers and the gang all started wearing matching leather jackets. Bazooka, Blindspot, Chill and Squirm started a confrontation with Randy O'Brien, accusing him of using his Anti-Bodies to spy on their teammate Charlotte. Randy denied doing this but when Blindspot shoved him, his Anti-Bodies instinctively emerged to defend him. Chill used a water fountain to blast a jet of water at one of the Anti-Bodies then froze it into a block of ice. The fight was broken up by Lenore Fenzl, who used her parability to knock out all of the Black Powers and the Anti-Bodies.

(D.P.7 I#16) - The Black Powers went to the cafeteria together and intimidated Shock, Stalagmite and Wormhole into giving up their table to them. When Scuzz came over to invite Charlotte to join the DDTeens, Indigo assaulted him, causing him to cry. After dinner, Scuzz led the DDTeens in a retaliation against the Black Powers while they were dancing in one of the Clinic's lounges. Annie Stevenson used a powerful sonic note to disorient the Black Powers as the fight began. Chill used his parability against Scuzz and began to freeze Scuzz's left arm. Annie came to Scuzz's defense and broke his concentration. Finally, Charlotte used her parability to stick all of the Black Powers and DDTeens to the floor to stop the violence. Dave Landers arrived with Mothball, who used his energy-draining mothballs to temporarily shut off Chill's parability. Dave helped end the altercation and carried away Scuzz, who had been badly frostbitten by Chill. For using her parability against the other Black Powers, Charlotte was kicked out of the group by Indigo.

(D.P.7 I#17) - After Freefall and Tangler were let out of intensive care, the Black Powers held a meeting but Blindspot was absent (having been killed by Tangler and Freefall). Chill opined that, since Freefall and Tangler didn't identify the Black Powers as the ones who beat them, they should leave them alone but they would probably want revenge against them. After the meeting, Chill went to sleep. Freefall and Tangler broke into Chill's room through the window and drew him outside using Freefall's parability. Tangler covered up Chill's mouth so he couldn't cry out then Feefall released him from his power; Chill fell three stories to the paved lot below, dying instantly. One of Randy's Anti-Bodies found Chill's body and alerted Dave Landers. As the Clinic's staff took Chill's body away, one of them noticed even in death, Chill's body was as cold as ice.
