History:
(Eternals I#18 (fb) - BTS) - Mr. Bradford was an official from the U.S. Government who was sent to liaise with the Eternals as they sought to understand the purpose behind the Celestials' Fourth Host. Mr. Bradford invited Ikaris, Makkari, Sersi and Zuras of the Eternals to a government base called "Station Four" in Washington D.C., alongside the Eternals' human allies Margo Damian and Samuel Holden. Ikaris agreed to investigate one of the Celestials while wearing a special camera mounted on his chest to send pictures back to Station Four.
(Eternals I#18) - As Ikaris transmitted photos of the Celestial to Station Four, Mr. Bradford thanked Zuras on behalf of the U.S. President for cooperating with them. Bradford told Zuras the U.S. had no present intention to approach the Celestials with military hardware, which Zuras approved. As they walked through the base, Mr. Bradford asked Zuras what the Celestials were and what they wanted but Zuras could only suggest the Celestials would tell them when they were ready. When Mr. Bradford said Zuras' words suggested the Celestials were something "omnipotent and unapproachable," Zuras countered the Celestials weren't omnipotent, "merely-- older!"
When Sersi confronted Mr. Bradford, accusing him of ignoring her, Makkari, Margo and Samuel, Bradford took them into an office and showed them the photos they'd acquired of the Celestials expanding from their base in the Andes across the world. Mr. Bradford showed Sersi a photograph of Gammenon the Gatherer in South America and asked if he interested her; "the Space Gods are much too big and silent to bother with," Sersi answered. When Zuras stated Sersi was moved by gaiety, not gravity, Mr. Bradford suggested he'd "ordinarily" throw a party; this inspired Sersi, who used her powers to transform the office into a barn, complete with a fiddler, who began playing a tune; while Makkari and Sersi danced, Mr. Bradford was astonished.

Mr. Bradford's exact connection to the U.S. Government wasn't revealed. He might've been simply a political operative, or he could have been with an intelligence agency such as the NSA.
