History: (Captain America I#332)- When the Commission on Superhuman Activities threatened to strip Captain America of his uniform, he was advised by Captain Marvel to contact the lawyer the Avengers had on retainer, Inger Sullivan.
Cap had a brief conversation with Inger, who was willing to help him fight for the right to his uniform in court, but Cap was uncomfortable with resolving the issue in such a manner.
(Avengers I#300/3 - BTS) - Captain America and Jarvis planned to hire Inger as the Avengers' full-time lawyer.

Inger was depicted in the mock-up of the Avengers Support Crew seen in Avengers I#300, but has yet to reappear in any capacity.
Omar Karindu notes: "This character may be named in tribute to comic-book fan, occasional Marvel writer, and lawyer Bob Ingersoll, who not only wrote on law in comics but offered his advice to any writer using legal material. Ingersoll actually appeared, as himself, in an issue of Marvel Team-Up v.1."
