Powers/Abilities: He was able to mentally persuade people. He needed eye contact with his victims to be able to plant any illusion into their mind by talking about it.
His weapon of choice was an Uzi and he used a computerized car for transportation.

 

 

History:
(Marvel Comics Presents I#128/4 (fb) - BTS) - At some point in his mercenary career he began to call himself Cool Million, because he never broke a sweat on his assignments and the fee he demanded for his services was always a million dollars.

(Marvel Comics Presents I#128/4 - BTS) - Cool Million was hired by Hydra to get the Anomaly from Iron Fist after Warrant failed.

(Marvel Comics Presents I#128/4) - Cool Million watched Iron Fist leave Lillian Hsu on a motorbike. He thought about the failed attempt of Warrant who was an idiot in his mind for attacking Iron Fist directly. Cool Million had something smarter in mind. He thought about getting something Iron Fist cared about to beat him. He wanted to use Lillian Hsu to get Iron Fist.

(Marvel Comics Presents I#129/4) - In the middle of the night Cool Million rang the doorbell of Hsu's house. He already knew that Iron Fist had gone to the Mechanic because Hydra warned him that he would do that. He took off his glasses when Lillian opened the door and made her believe that there had been a poison gas leak in the area and everyone had to leave immediately. Lillian saw the illusion planted into her mind and went with Cool Million who drove away with her in his car. Cool Million arrived at the Mechanic's place where Iron Fist was still talking to his pal. He wanted to trade Lillian for the Anomaly and made his point clear by threatening her with his Uzi. He fired at Iron Fist's motorbike when he seemed to attack and the explosion knocked Iron Fist and the Mechanic out. Cool Million handcuffed Iron Fist and threw him into the car. He took the Anomaly and drove off with it and his captives. Iron Fist woke up in the car and attacked Cool Million from behind. Cool Million lost consciousness, but he wasn't called Cool Million without a reason. The computer of the car locked it shortly after Cool Million wasn't touching the steering wheel anymore and turned the auto pilot on. When Iron Fist kicked off the door of the car it had already arrived at the meeting place with Hydra. Cool Million finished another assignment without doing too much.

He wasn't unique in regards to his powers (Roland Rayburn the Persuader for example), but he had style. He lost and still won.
One million dollars for each assignment? He is probably together with Roderick Kingsley on that beautiful island now...(and Roddy left and went full Hobgoblin again a long time ago at this point).
