Powers/Abilities: Vagner did not possess any superhuman powers but he was extremely loyal to Hydra, especially Baron Strucker. He was likely a high-ranking Hydra agent, as he stood by Strucker's side during rallies and lower agents reported directly to him.

History: (Avengers of the Wastelands#4) - Vagner stood by Baron Wolfgang von Strucker's side along with other Hydra officers as Strucker gave an impassioned speech about reminding Lord Doom that he would be nothing without Hydra. Emboldening his Hydra army, Strucker continued, speaking about a new era of Hydra supremacy, as Vagner was met by a lower Hydra agent. Soon interrupting Strucker with information from the agent, Vagner was told "not now" but Vagner insisted his interruption was of the utmost importance and revealed that Hydra radar had been picked up hundreds of Doombots moving from the north towards them. Strucker claimed Vagner's news was impossible, as Hydra had taken every precaution to keep Lord Doom from finding their location but his words were interrupted by a large explosion that forced Strucker and Vagner to duck for cover. Lord Doom then arrived and subsequently killed Strucker.

It was unclear what became of Vagner after Doom killed Strucker. It's possible he fled but Doom might've ordered his Doombots to kill all of the Hydra agents...we simply don't know.
