History:

(Spider-Man Annual I#1 (fb) - BTS) - After being transformed and given spider-like superhuman powers, Parker Peterman knew he could not hide his four additional arms so he public with his new identity as the Spider-Man.

(Spider-Man Annual I#1 (fb)) - Completely at ease with his newfound appearance, the Spider-Man developed a different hobby for each arm including science, art, wrestling, whittling and exercising.

(Spider-Man Annual I#1) - After several Earth-8311 villains were transported to Earth-28204, Earth-8311's Spider-Ham and Spider-Guin traveled to Earth-28204, where Spider-Guin used the internet to show Spider-Ham news articles about the transposed villains and Earth-28204's native Spider-Man. Claiming heroes didn't have time for hobbies, the recently depressed Spider-Ham soon noticed Earth-616's Ringmaster and a group of hypnotized Earth-8311 criminals and he attacked. During the subsequent battle, Kong-Pin attempted to crush Spider-Ham by stepping on him but Spider-Ham was saved by Earth-28204's Spider-Man. While holding up Kong-Pin's foot, Peterman was asked by Spider-Ham what he was doing there and the Spider-Man replied that he was saving Spider-Ham...and whittling a wooden duck for his wife. As the Spider-Man continued whittling, Spider-Ham realized his own worth and he generated his own extra arms to take down the Ringmaster and his group of hypnotized Earth-8311 criminals.

Sorry for the lack of better supplemental images but this profile contains literally ALL pictures of Earth-28204's Spider-Man that currently exist as of 5/9/2022.

It was not revealed how exactly the Spider-Man acquired his superhuman powers or extra arms. One can probably assume it was from a radioactive spider bite though. Additionally, we never learned where exactly the Spider-Man was based but given the internet new article about him was from the Daily Bugle, it seems likely he was based out of his reality's New York City.
