Powers/Abilities: After undergoing Terrigenesis, Lucas developed toxic blood that is capable of sterilizing (render incapable of reproduction) any humans who come into contact with it. For a time, he had the full resources of Hydra available to him.

History:
(All-New Captain America#5 (fb) - BTS) - Lucas lost a brother to pneumonia, and he grew to blame people in authority for his brother's death. He planned to eventually get revenge in his brother's name.

(All-New Captain America#2 (fb) - BTS) - Lucas was revealed to be an Inhuman when the Terrigen Mists passed over and he wound up in a cocoon. When Hydra discovered his cocoon and he emerged unaltered, Lucas was tested by Hydra scientists, who revealed that his blood would sterilize anyone that it came into contact with. Hydra made plans to sterilize anyone they chose to and developed an antidote for anyone they saw fit to give it to. In time, they made plans to fire missiles above the Earth, which would sterilize vast parts of the human population.

(All-New Captain America#1) - In Ecuador, Captain America (Sam Wilson) and Nomad (Ian Rogers) broke into a hidden Hydra facility, where Lucas was strapped into a machine. The heroes battled Batroc the Leaper and freed Lucas, taking the Infinite Elevator to escape only to end up in Zemo Tower in Bagalia where they were surrounded by Baron Zemo, Cobra, Taskmaster, Sin, Armadillo, Viper, Baron Blood, and Crossbones.

(All-New Captain America#2) - Nomad was captured as Captain America flew Lucas to safety, but as soon as they landed, Lucas drew a gun and fired on Cap, who realized just then that Lucas was an ally of Hydra and not their unwitting victim. As Cap was hit by the bullet in the shoulder, Lucas escaped and rushed back to Baron Zemo, who was explaining Hydra's plans to the captive Nomad. As Lucas watched, Zemo cut Nomad's throat to let him bleed out.

(All-New Captain America#3 - BTS) - The first missiles containing Lucas' blood were launched, but they were contained by the heroes, sterilizing no one.

(All-New Captain America#5 (fb) - BTS) - Baron Blood feasted on Lucas so that he would contain the sterilization blood within him as a contingency plan. Baron Blood was supposed to blow himself up high above Paris to release Lucas' blood into Earth's atmosphere.

(All-New Captain America#4) - Cap and his allies stopped the launch of several missiles. In Hydra's hidden base in Florida Zemo was lauding Lucas with praise and promised him and his descendants wealth and fame, but then Captain America attacked, battling Crossbones, Zemo, and Hydra soldiers as Lucas took off in a ship to enter orbit, his ship containing fleas and ticks who'd been fed with his blood. Lucas piloted the ship up, remembering his brother, and released the fleas and ticks into the atmosphere.

(All-New Captain America#5) - A huge flock of birds, summoned by Captain America, consumed all of the fleas and ticks before they could move to the Earth below. As Lucas' ship started to crash due to the damage caused by the birds, Captain America rescued him, and Lucas screamed at the hero for ruining his plans. Cap took Lucas with him through the Infinity Elevator to Paris where he handcuffed the boy to a lamppost.

(All-New Captain America#6) - While Baron Blood was defeated by Cap, Misty Knight found Lucas where Cap left him. Lucas was nearly ready to gnaw his own arm off to escape, but Misty Knight restrained him, tying him up and gagging him. He watched as Misty was reunited with Captain America and Redwing. Later, Misty promised to deliver Lucas to S.H.I.E.L.D., but she lied and took him somewhere else.
