History:
(Hawkeye: Freefall#1 (fb) - BTS) - Hayes and his federal government contractor partner were former S.H.I.E.L.D. agents tasked with transporting a classified package alongside a few other agents.

(Hawkeye: Freefall#1) - While transporting the package along the West Side Highway in Innwood, New York, Hayes and his partner discussed how a man wearing a bird costume was eighty-eight years old. Hayes started to ask a question about the man in the bird costume when the vigilante Ronin, having apparently already downed four other agents, appeared in front of their van on the Highway. Immediately hitting the brakes, Hayes ended up flipping the van upside down due to the sudden stop. Trying to pull himself free of the wreckage, the seriously injured Hayes asked his partner to help him but his uninjured partner assured Hayes that while help was on the way, he had to get the package out of there. As the bleeding Hayes watched, however, Ronin appeared in front of his partner, who ordered Ronin to stay back since they were federal agents. Hayes' partner ended up firing his gun at Ronin, who seemingly killed the man before approaching the shocked Hayes himself. When Ronin raised his sword, Hayes begged for his life, prompting Ronin to ask Hayes not to give Ronin a reason to kill him. Ronin instead severely injured Hayes and stole the package, putting him in traction alongside the four other agents he had earlier injured.

    The next morning, superheroes Falcon and the Winter Soldier confronted the heroic Hawkeye over Ronin putting Hayes and five other men in traction the previous night, suspecting that Ronin could be Hawkeye, who had previously used the costume and alias. Later that night, Falcon and Winter Soldier accompanied Hawkeye on a stakeout, where they monitored the criminal Hood with Hawkeye still thinking the Falcon and Winter Soldier suspected him of injuring Hayes and the other federal contractors.

    While not stated in Hayes' only appearance, the classified package Hayes was transporting was a time device confiscated from one of Kang's invasions, as revealed in Hawkeye: Freefall#3.

    Hayes' eye color was practically impossible to determine, as the art prevented any real eye color to be shown. If I were to guess on the eye color based on the art, I'd go with brown.

    The federal contractors that Ronin injured are mentioned in Hawkeye: Freefall#3-4 but neither issue mentions Hayes by name so it was unclear which specific contractors were being referred to and, as such, I chose not to list those issues in Hayes' appearances.
