Powers/Abilities: Attukar is a blue-skinned Atlantean, able to breathe underwater. A trained warrior and politician, Attukar has access to the armies and resources of the Skarka tribe.

History:
(King in Black: Namor#4 (fb) - BTS) - Attukar, the king of the Chasm People (also called the Skarka Tribe), saw his wife die in childbirth as his son, Attuma, was born while his people were enslaved.

(King in Black: Namor#1 (fb) - BTS) - After several tough years (see comments), Attukar saw Atlantis approach with a treaty, seeking to colonize the Skarka.

(King in Black: Namor#1 (fb) ) - In the Orreki Reefs, where the Skarka people were staying, Chief Attukar hosted a celebration welcoming the heroic Swift Tide, and a delegation of Atlanteans, including Namor, Dorma, and Krang, attended, along with Attukar's aids, including his wizard Syzandias. As Attukar showed off a great sea dragon, a symbol of power among his people, a group of Skarka rebels attacked, opposing the Atlantean delegations. The Swift Tide and the others held off the rebels, then they told Attukar that there was news of the artifact, the Unforgotten Stone. Attukar revealed the news of the artifact to his people, then chose to send Attuma with the Swift Tide to find the Stone.

(King in Black: Namor#4 (fb) - BTS) - Corrupted by the power of the Unforgotten Stone, the Swift Tide, now calling themselves the Black Tide, returned to the Orreki Reefs and began slaughtering civilians. Attukar tried to get his people to safety, but he was killed.

In Fear Itself: The Worthy#6, we learn of a time when the Skarka were enslaved by Rorak and his people, and a prophecy was given about Attuma rising to power. We can presume that Attukar was around during this time, which seems to take place before the events of King in Black: Namor.
