History: (Marvel Year-In-Review '93) - Terror Device was a high-tech armored Avenger with two attitudes (making him better than War Machine, who only had attitude), and plausible deniability.

Comments: Created by Tom Brevoort and Mike Kanterovich.

Terror Device appeared in an article discussing the increasing deployment of villains as the stars of stories, and in particular villains who were extreme versions of the heroes they faced. The article then speculated how the trend might continue. Thus, if Iron Man was good and War Machine was better, then Terror Device was best. Though tongue-in-cheek, there's nothing that would prevent him existing in 616. It's unclear from the statement that he was an Avenger if it meant he was avenging things or was a member of the Avengers - though the capital letter does suggest the latter.
