History:

(Wolverine III#68 (fb) - BTS) - On Earth-807128, super-villains led a coordinated attack against heroes, and the USA (now dubbed Amerika under the Red Skull's rule) was carved into separate domains controlled by the victorious villains. Magneto ruled a large chunk of western Amerika, bordering the west coast domain. But an ambitious and vicious street fighter, popular with the people, rose up from nothing; he eventually killed Magneto and took control of the domain, dubbing himself the Kingpin of Crime. He cultivated a brutal reputation, but kept those under his rule entertained with bloodsports and public executions. He based himself in Salt Lake City surrounded by bodyguards.

Ashley Barton, the daughter of Clint (Hawkeye) and Tonya Barton, sought to become the domain's new ruler, and partnered with two men, costumed as Daredevil and Punisher, to kill the Kingpin. However, the three were captured and Kingpin intended to execute them.

(Wolverine III#68) - Kingpin had Daredevil and Punisher chained in Rice-Eccles Stadium for public execution and dinosaurs devoured them alive. The Kingpin was cheered by the crowds while Hawkeye, teaming up with "Old Man" Logan to rescue his daughter, watched. The aged heroes raced ahead and freed Ashley just as the Kingpin arrived, who intended a nastier execution for her. Grabbing a dropped gun, Ashley used her augmented strength to messily decapitate the surprised Kingpin. With the Kingpin dead, his lackeys then looked to Ashley as their new leader.

Comments: Created by Mark Millar (writer), Steve McNiven (pencils), Dexter Vines (inks).

Only way he's coming back is via a flashback. I wonder if he was a corrupt descendant of Luke Cage (but obviously no bullet-proof skin).

Ashley Barton, this Earth's granddaughter of Spider-Man with Spider-strength, was not formally dubbed "Spider-Bitch" in-story, although writer Mark Millar apparently intended that to be her name (via interviews).

This happened several decades after the heroes' fall. Ashley's Daredevil partner was not Matt Murdock, so it's likely the Punisher was likewise not Frank Castle.

Interestingly, it's Salt Lake City in-story, but the map on the recap page identifies it as Fisk Lake City.
