Powers/Abilities/Functions: An Ice Pellet from Vonnegut 9 generates extreme cold on contact over a relatively large area within a few seconds or less. When objects or beings were rapidly frozen, they became brittle.

       Ice Pellets were either inert until activated in some fashion, or perhaps were maintained within some sort of containment capsule.

X-Factor I#110 (fb) - BTS) - At some point, an Ice Pellet of Vonnegut 9 came into the possession of interstellar mutant Lila Cheney (who most likely stole them from parties unrevealed).

    Lila kept a pellet handy in case she ever needed to freeze something quickly.

(X-Factor I#110) - After Lila tracked Jornik (a thief who had looted her collection of materials she had stolen from others) to his Madripoor base, she found him restraining her ally Strong Guy (Guido Carosella) a Bretilian Bondar. Noting how she thought of everything, she pulled out her Ice Pellet and tossed it atop the Bondar, rendering its surface brittle and enabling Guido to rapidly shatter it.

    It is unrevealed whether the ice pellet was a pellet made of a special kind of ice with the freezing properties, or it was a technological, chemical, magical, or other energy-powered object that generated ice and/or extreme cold. We don't know whether it was a single use object or whether it was good for a few or many uses.

    We don't know much many Ice Pellets from Vonnegut 9 exist. Was this the only one? Is there a large amount of ice that has been mined and distributed/sold?

    Vonnegut 9 is presumably an homage to American writer Kurt Vonnegut, known for his darkly satirical novels, such Slaughterhouse-Five.
    As pointed out by Donald Campbell, the 9 relates to the fictional substance Ice-Nine from his stories. You can find out more by Googling it, or check here.
    As far as the in-story meaning, it seems likely that Vonnegut 9 is a planet or planetoid, but it could refer to some other location, such as a specific building or installation; or perhaps Vonnegut 9 is a being or something else. Maybe it's another name for Niffleheim...or Boreas (the Ice World of Ikthalon).

    As the Ice Pellet was mentioned and used in three panels, with 7 words of description, all we've got to go with is what's shown in the three panels here.
