History:

(Amazing Spider-Man I#31 - BTS) - The Master Planner, secretly Doctor Octopus, sent an army of henchmen on several thefts of scientific equipment.

(Amazing Spider-Man I#31) - Casing a job, Briggs got information from a sailor in a waterfront saloon about nuclear devices being loaded onto a ship at Pier 6. Briggs was recognized by reporter Frederick Foswell, in his guise as "Patch", who tried to follow the criminal. Briggs lost the tail with relative ease.

(Amazing Spider-Man I#31 - BTS) - Briggs was possibly among the group of henchmen who robbed the ship at Pier 6. When Spider-Man arrived the criminals tried to fight him, but had to abandon their haul and dive into the river to escape.

We never got more than that half-face image of Briggs out of costume, so all we know is he had a stylish moustache. The image of the henchmen fighting Spidey may or may not include Briggs, but is included to show what his costume would have looked like.

There's no way to be sure, but it is possible that Briggs appeared again in later appearances of Doc Ock's purple-clad henchmen, including Amazing Spider-Man I#32-33 and 54-56. I like to think that Foxy actually henched for several villains back in the Silver Age.
