Powers/Abilities: Agent Briggs carried a sophisticated concussion pistol.

History: (X-Force I#86 (fb) - BTS) - Agent Briggs was an operative of the Damocles Foundation stationed to observe the town of Almost Reno, New Mexico, where the Foundation had conducted genetic engineering experiments that resulted in an entire generation of children being born with superhuman abilities.

(X-Force I#77) - When members of X-Force appeared in Almost Reno, Briggs confronted them, claiming to be an agent of S.H.I.E.L.D. He and his men attempted to claim the young psychic Mary, but she stunned all of them with her powers. After reviving Briggs met with X-Force and claimed that the children's powers were due to atomic tests held a generation ago, and that S.H.I.E.L.D. had assigned him to watch over the children. He and his men made another attempt to collect Mary, but Mary gave them all nosebleeds with her power. They were forced to back down.

(X-Force I#86 (fb)) - When the children's powers became unstable and started to kill them, the Foundation's CEO Odysseus Indigo ordered the town shut down. Agent Briggs and his men moved in and quarantined the population, then began to relocate them. Virtually all of the children died, with the exception of Mary, who avoided capture by Briggs.

(X-Force I#86) - When X-Force returned to Almost Reno to help Mary, Briggs confronted them again, and this time Moonstar guessed that he wasn't a real S.H.I.E.L.D. agent. He and his men tried to fight X-Force, and the last two children Mary and Zachary, but they were overwhelmed. Briggs summoned Indigo to the site, and he explained to X-Force what the Damocles Foundation's purpose was. When X-Force refused to hand Mary and Zachary over to him, he pulled out of town with Briggs and the others.
