History:
(Fantastic Four Unlimited#9) - Keen to a make a name for themselves, the four members of the Split-Second Squad derailed a crowded subway train, then pulled from the wreckage several of the New York Mayor's advisors so that they could hold them hostage. The Human Torch was on the train but dared not flame on due to the unconscious bodies covering him. He sent a distress signal to the Fantastic Four (Ant-Man, Invisible Woman, the Thing), who promptly arrived and quickly overcame the criminals. However, one of them, Big Jeff, escaped. Ant-Man pursued him down hidden corridors abandoned by the High Evolutionary. Ant-Man tried to apprehend Big Jeff, who was firing his gun wildly, but chemical spillage caused Ant-Man to begin mutating and become more aggressive. The other Fantastic Four arrived and stopped Ant-Man before he could kill the criminal.

Presumably Big Jeff was later arrested and incarcerated (or chomped up the giant, mutated ants).
I'm guessing that they weren't actually mixing bowls on their heads, but who can say with this mob...?
