History: (Superior Foes of Spider-Man#11/3 (fb) ) - The Plainsman, a St. Louis-based super hero, confronted the Looter (who had embarked on a crime campaign across America) atop the Gateway Arch. The Plainsman demanded that he surrender, but the newly-enhanced Looter refused; the two briefly scuffled, and the Looter shot the Plainsman in the head and knocked him off the Arch.

The Plainsman spoke in an Old West-type argot; it was probably just a quirk, but it could mean he's actually from the 1800s, having arrived in modern times either via time-travel or an extended lifespan.
The Plainsman presumably had more powers/equipment/skills than he demonstrated in his brief appearance - he didn't even get to unholster his pistols. Or maybe he doesn't, and there just aren't a lot of super villains in Missouri. Hopefully, he had enough superhuman endurance to survive getting shot in the head and falling off the over-600-foot-tall Gateway Arch...
Elliott Kalan is the head writer of The Daily Show and one of the co-hosts of The Flop House, a podcast that reviews bad movies. Given his cinephilia, I wonder if this character is named after The Plainsman, a 1936 Gary Cooper Western.
