History: (Heroes for Hire III#9 (fb) ) - Criminal Zel Credo underwent surgical and bionic enhancement to become the superhuman enforcer Mash-Up. At some point he was apprehended and imprisoned in the Raft.
(Heroes for Hire III#9) - When the Juggernaut (possessed by the Dark Asgardian Kuurth, Breaker of Stone) destroyed the Raft, Mash-Up was among the prisoners who tried to escape in the chaos. Alongside fellow inmate Firefight, he encountered the Shroud, who Misty Knight had called in to help quell the breakout. Both criminals attacked the Shroud, failing to notice Knight's other operative, the assassin Elektra, who knocked out Mash-Up with a nerve blow to the back of the neck.

Credo was clearly sewn together with parts of other individuals, given his inconsistent skin tone.
That's not a costume Mash-Up is wearing - it's the standard Raft prisoner uniform with the sleeves torn off.
