Powers/Abilities: Yoosuf was formerly a normal human. After acquiring extra-human abilities on the black market, he could mentally control people. His range was limited to one person at a time. He also had to be within a certain amount of distance from his intended target.

History:

(Marvel Comics Presents II#1/1) - Yoosuf was consulting with the Sidi over which terrorist group to aid when the Sidi was killed by Micromax. Six months later, Yoosuf was arrested by Stacy Dolan for attempting to purchase super-powers on the black market. He swore revenge as she shoved him into the backseat of a police car.

(Marvel Comics Presents II#10/1 (fb)) - Yoosuf oversaw the capture and torture of Micromax after his assassination of the Sidi.

(Marvel Comics Presents II#3/1 - BTS) - Yoosuf later obtained the super-powers he sought and used them to mentally take over Detective Stacy Dolan. Controlling her actions he had her murder Trenton Craft. That same night, a homeless man saw Yoosuf sitting in an alley in front of Craft’s building with a dazed look in his eyes. When Yoosuf hadn’t moved in an hour, the man lifted Yoosuf’s wallet.

(Marvel Comics Presents II#3/1) - Yoosuf’s wallet was given to Detective Mahoney.

(Marvel Comics Presents II#4/1 (fb)) - Yoosuf’s arrest was brought up by Detective Dolan.

(Marvel Comics Presents II#4/1 - BTS) - Yoosuf was watching nearby as police searched his apartment. He mentally took control of SWAT officer Collins and had him open fire on Detective Dolan.

(Marvel Comics Presents II#9/1) - Some time earlier, Yoosuf tracked down the Thing (Ben Grimm) and mentally forced him to attack Vanguard HQ. Dolan, remembering the detail about Yoosuf being unmoving in an alley near Craft’s murder, searched the floor until she found Yoosuf slumped over in a stall in a men’s room. She dragged him outside where his control over Grimm was broken. He remarked that the Vanguard team had been compromised. 

(Marvel Comics Presents II#10/1) - Once the situation had been contained, Yoosuf was brought back to Vanguard’s headquarters by Dolan. She was shocked and annoyed when Blade shot Yoosuf in the head.

(Marvel Comics Presents II#11/1) - Yoosuf’s death was reported by Craft.

In issues 5 through 7 we see the video footage of Dolan shooting Craft, but we don’t learn about Jaafar’s involvement until issue 9.

Unfortunate inconsistency in the spelling of his first name; it's Jafaar in issue 1 and the recap page in issue 11. However, it's Jaafar in the other issues, including on official court documents and his AmEx card, so that's what I'm going with.

In issue 1, Yoosuf talks with the Sidi; this is a masculine title of respect, meaning "my master" in Western Arabic language.
