Powers/Abilities: "Joe" possessed the standard abilities of the Atlantean race, including superior strength, the ability to breathe underwater, and the ability to swim quickly. "Joe" received special training as an Atlantean warrior, and spent a sustained amount of time on the surface, taking supplements that allowed him to breathe oxygen.

History:

(Civil War: Front Line#4/3) - "Joe" was one of several Atlanteans sent to the surface to pose as immigrants until called upon by Atlantis to act. As a sleeper agent, he had Caucasian skin and did not remember his Atlantean origins.

(Civil War: Front Line#3/3 (fb) - BTS) - "Joe" married Maria and the two opened Joe's Marine Marina, a shop specializing in fish. Joe kept his origins mysterious and became known for his knowledge of fish.

(Civil War: Front Line#3/3 (fb)) - "Joe" and Maria tended to customer Karen Mason, then went upstairs to watch TV. Maria was shocked when Joe got up and walked away without a word, having heard a summons beeping from a nearby fish bowl. He resumed his true appearance with a shot.

(Civil War: Front Line#9/3 (fb) - BTS) - Green Goblin, meant to flush "Joe" out, blew up the building, which left Maria dead.

(Civil War: Front Line#4/3) - "Joe" donned a fire uniform and hid out at the store's wreckage, listening to policemen Keith Dixon and Donna Altieri share theories about the explosion.

(Civil War: Front Line#5/3 - BTS) - SHIELD put Wonder Man on the tail of "Joe".

(Civil War: Front Line I#6/3) - "Joe" hid in the river for a time, then snuck into an Atlantean facility where other sleeper agents had grouped. He was not aware Wonder Man had followed him.

(Civil War: Front Line#7/3 (fb) - BTS) - "Joe" and the other Atlanteans were killed when the Green Goblin (Norman Osborn) blew up their headquarters. Wonder Man was also knocked unconscious in the battle.

(Civil War: Front Line#7/3) - The bodies were claimed, and Keith Mason and Donna Altieri investigated.
