History: (Inhumans III#5) - While travelling home from work, Mister Bixby was approached at his car by the Black Widow, who was sent by Yuri Stalyenko. She informed Bixby that Stalyenko had declared war on Attilan, and she gave him a statuette of Lincoln that Bixby would be responsible for getting inside the city. He received a disk containing the technical specifications of Attilan's defense capabilities for his trouble. He later travelled to the United Nations and instructed Ambassador McIntyre to present the Inhuman ambassador, Mendicus, with the statuette.

(Inhumans III#6) - Bixby joined Stalyenko who was manipulating the Portuguese mercenary Edson Jarzinho into attacking Attilan's outer rim, and Bixby watched as the mercenaries pressed forward. Bixby complained of the heat, and let Stalyenko know that the statuette had made it inside Attilan. Stalyenko ensured Bixby that Black Bolt, king of the Inhumans, would not fight back.

(Inhumans III#8) - Bixby conferred with Stalyenko via telephone about the progress of the war, and how the mercenaries were doing breaking through the telekinetic wall the Inhumans had formed. He informed Stalyenko that Mendicus had been sent back to the United Nations, and was having to defend the Inhumans' prior practice of slavery of the Alpha Primitives.

(Inhumans III#12) - The island of Attilan sunk beneath the waves, seemingly, and Bixby worked to clean up h is messes. He dissolved any ties between him and Stalyenko, and knew that Jarzinho had never known of Bixby's involvement. Knowing that Namor the Sub-Mariner would lay claim to the sunken island, Bixby decided to cut all losses, and informed his men to do the same.

(Inhumans III#5) - Ambassador McIntyre, at the United Nations, informed the Inhuman ambassador Mendicus that while America supported the Inhumans, they would be unable to offer any aid in their conflict. At Mr. Bixby's orders, McIntyre presented Mendicus with a statuette of Abe Lincoln that secretly contained a sonic device that would help destroy Attilan's defenses.
