Powers/Abilities: Doctor Singer had no superhuman powers, but was a skilled scientist.

History:  (Avengers Annual#9) - When the Avengers had a problem with the robotic Arsenal, Henry Peter Gyrich got them in touch with Doctor Singer of the U. S. Government Defense. Singer explained to the Avengers that Arsenal came up on none of the U. S. or Russian Government's intelligence banks. He then explained that a rumor from World War II had led him to discover information explaining the origins of Arsenal. He then showed the Avengers old film footage of the creation of Arsenal and Howard Stark's role in it. When Iron Man asked Singer why Tony Stark had never been informed of his father's role in the creation of Arsenal, Singer replied that the information was classified and that it was very old, even predating S. H. I. E. L. D. Singer's conversation with the Avengers was soon interrupted by the arrival of Yellowjacket, who had barely escaped a battle with Arsenal in the sub-basements of Avengers Mansion. After speaking with Yellowjacket, the other Avengers left to stop Arsenal and his controller, the Mistress.

The Arsenal Unit seen in this story was the Beta Unit, not the Alpha Unit seen during the "Avengers Disassembled" crossover arc in Iron Man.

Doctor Singer was never actually fully seen. All of his appearances were seen on a video screen.
