Powers/Abilities: Senator Warkovsky is a skilled politician used to manipulating others to achieve his goals, and is thus slow to see when he himself is being manipulated.

History: (U.S. Agent II#1 (fb, BTS))- Senator Warkovsky formed an alliance with the Power Broker, requiring his money to help finance his political campaign. The Power Broker affixed a mind-controlling creature to the base of Warkovsky's neck, allowing him to control the senator's actions, although Warkovsky believed himself to still be in control. Warkovsky forced the national police force S.T.A.R.S. to accept Kali Vries as their co-leader, unaware that S.H.I.E.L.D. had planted Vries close to him in order to learn who his financer was. Among those who Warkovsky had controlled in order to spread the creatures was Machete, who was soon pursued by S.T.A.R.S, but slain by Vries.

(U.S. Agent II#1)- Warkovsky met with Vries while jogging, and she claimed to have slain Machete on purpose. Warkovsky gave her one of the creatures, and told her to use it on Walker so that he could "come around."

(U.S. Agent II#2)- Warkovsky met with Vries again and she assured him that Walker was now controlled. She asked when she would meet his benefactor, but Warkovsky replied that he was too smart to share such information. He promised her that within a week, he would be re-elected, and would see to it that she would be the only leader of S.T.A.R.S. He then set off to appear a new federally-funded convention center in Seattle for an international technology summit.

(U.S. Agent II#3)- Prior to his speech, Warkovsky was confronted by the Power Broker, who warned him that the U.S. Agent, Captain America and Vries were all at the center. Warkovsky responded that if they disrupted his trade conference, he would serve up the Power Broker on a silver platter. As Warkovsky began his speech, attempting to promote American goods for free trade agreements, he was taken control of by the Power Broker, and began to rail against other countries for using American support to steal jobs from Americans, and declared that countries were now mere corporate subsidiaries. He was then interrupted by the U.S. Agent, who attempted to destroy the creature on Warkovsky's neck, but was opposed by Captain America, who was unaware that the senator was being controlled. When the Agent destroyed the creature, Warkovsky regained control, and was humiliated at having been used by the Power Broker. Warkovsky subsequently lost his re-election.
