Powers/Abilities: Dr. Napier was a brilliant scientist who derived a formula from spider extracts which could grant people superhuman powers similiar to those of a spider's.

History: (Spider-Woman II#2 (fb)) - Dr. Napier served Dr. Valerie Cooper in the Commission on Superhuman Activities attempt to grant spider-like powers to a test subject.

(Avengers West Coast#84 (fb), Spider-Woman II#2 (fb)) - Their first subject was Julia Carpenter, who did not realize that the Commission intended to transform her into a super-hero. Dr. Napier monitored Julia during the test process, but held up the actual use of the formula, uncertain of its effects. He was pressured by Dr. Cooper to move on to phase 2, and actually inject Julia. When no immediate effect was discovered, Cooper had Napier step up the doses. When the formula succeeded in granting Julia superhuman powers, Dr. Napier and Dr. Cooper presented her with the identity of Spider-Woman.

(Spider-Woman II#2 (fb)) - Subsequently, the project was put on hold, and Napier was bribed by the Manipulator into using his formula upon his own colleagues at the Commission, transforming them into the Deathweb. Napier was paid handsomely to keep his mouth shut, but was warned that they would kill him if he talked.

(Spider-Woman II#2 (fb) - BTS) - After seeing the Deathweb in public, Dr. Cooper confronted Napier, and he confessed to having created them. She blackmailed Napier into working for the Commission as a spy in an attempt to lead them to the Manipulator.

(Spider-Woman II#1 (fb) - BTS) - Dr. Napier learned that the Deathweb intended to use Walter and Elizabeth Cornwall to locate chemicals in order to enhance their powers and attempted to warn them, only to run into Therak of the Deathweb, who injected him with a deadly dose of venom.

(Spider-Woman II#1) - Dying, Napier stumbled to the home of Julia Carpenter, the cornwall's daughter, and died before he could reveal anything to them.
