Powers/Abilities: Farley Mowat is an inventive genius whose accomplishments include building a device which could block the effects of an extraterrestrial mind-controller. He is also an able pilot.

History: (Maximum Security#1)- Farley Mowat was part of the S.T.A.R.S. team sent to transport Piledriver to prison after he had been defeated by the U.S. Agent.

(Maximum Security#3)- Mowat witnessed the U.S. Agent's dismissal of the Avengers for not caring about "the little people," and began to agree with him, calling them "self-appointed, self-satisfied yahoos," but the U.S. Agent responded by informing Mowat that he wouldn't hear anyone talk that way about the Avengers.

(U.S. Agent II#1)- Mowat served as the U.S. Agent's pilot as he escaped from a HYDRA base after capturing Machete, but Machete was accidentally slain by Kali Vries, the new co-leader of S.T.A.R.S. After a brief detainment by S.H.I.E.L.D., Mowat examined a mind-controlling creature that had been found on Machete's body, and determined that it was what Machete had been attempting to sell to HYDRA. Mowat joined the U.S. Agent, Magruder and Vries on a mission to Atlantis to prevent Poundcakes from selling more of the creatures to the Atlanteans.

(U.S. Agent II#2)- Mowat helped recover some of the creatures, but was threatened by the Atlantean faction leader Morcan, and was saved by the U.S. Agent and Sub-Mariner. From further study, Mowat was able to determine that the creatures responded to a "mother" creature, and helped fashion a device to help block their control over the U.S. Agent so that he could have one affixed to him but remain in control in order to locate the mother.

(U.S. Agent II#3)- Mowat monitored the U.S. Agent's mission from headquarters with Magruder as the Agent successfully exposed the Power Broker as the mastermind behind the creatures.
