(Marvel Comics Presents#68/4) - Carlson was doing a survey of the homeless for the mayor and was assisted by Officer Hill and Officer Trezza. Secretly he marked buildings were homeless people lived in as empty and set them on fire. With Lockjaw's help the Officers found out about Carlson's evil scheme. Carlson was taking gasoline tanks from his trunks and felt sorry for the Officers who seemingly died in the house he set on fire when the Officers returned and arrested him. Carlson explained that he just wanted to put the homeless people out of their misery, but this didn't help him much.

Officer George Hill and Officer Trezza

They accompanied Carlson on his job. Hill was the first to meet Lockjaw who suddenly teleported into an ally in front of Hill. Hill was afraid and threatened Lockjaw with a gun, but the Inhuman just ate the gun. Trezza and Carlson found Hill with the giant dog who then led Trezza and Hill back to a house that Carlson had marked to be empty. They found empty gasoline tanks and Trezza was barely saved from a fire burst by Lockjaw. The Officers heard homeless people crying for help and Hill went into the building with Lockjaw. They saved all the homeless people in the building. Afterwards Hill and Trezza arrested Carlson who they caught with gasoline tanks at his car.
