Powers/Abilities: Lou is an able hand at electronics, capable of tapping into the Avengers' communications frequencies. His chief value to the Commission is his ability to deliver information.

History: (Darkhawk Annual#1/Avengers West Coast Annual#7) - Lou met with the U.S. Agent while he was in the midst of a drug bust to ask him to find the Iron Monger's armor, which had been stolen by Professor Power. The U.S. Agent was reluctant to take work from the Commission after an encounter with agent Mike Clemson, but Lou assured him that Clemson was a rogue agent. Just then, the drug dealers the U.S. Agent had been spying on discovered them, and shot Lou in the left shoulder. The U.S. Agent defeated the drug dealers, then was informed by Lou that he could take on work with the Commission while simultaneously serving as an Avenger, earning his money under the table. The U.S. Agent agreed to take the work.

(Avengers West Coast#87) - Lou tapped into the Avengers' frequency aboard a Quinjet in order to contact the U.S. Agent, and inform him of the Bogatyri's invasion of Canadian soil in the Northwest Territories. Lou asked the U.S. Agent to investigate the incursion on behalf of the Commission.
