History:
(The Cat I#1 (fb)) - Zabo assisted his brother Mal as he sought to fashion an army of amazon women who would be what he considered "perfect physical specimens." Zabo was present when Mal tested his subject Shirlee Bryant, who fell to her death while testing her costume's claw-hook.
(The Cat I#1) - When Greer Nelson donned one of the costumes meant for Mal's army, calling herself the Cat, she broke into Mal's laboratory. Ferd, one of Mal's thugs, captured the Cat and Mal had the thug restrain her, as he couldn't psychologically bear the sensation of physical contact. When the Cat knocked Ferd into Mal he was incensed at being touched and summoned Zabo into the laboratory, ordering him to "reprimand" Ferd. Zabo grabbed Ferd and hurled him across the room. The Cat freed herself while Zabo was dealing with the thug and Mal ordered Zabo to stop her. Zabo clashed with the Cat but she avoided Zabo's blows and fled the building.
When the Cat broke back into the building to wreck Mal's machines, an alarm alerted Mal and Zabo and Mal sent Zabo to attck her. The Cat flipped Zabo into one of Mal's machines and it exploded. Mal believed the explosion had killed Zabo. Afraid of being touched by the Cat, Mal ultimately killed himself.
(Marvel Team-Up I#125 (fb) - BTS) - Zabo survived the machine's explosion but temporarily lost his memory. When he saw a newspaper account of the hero Tigra his memory returned as he realized she was Greer Nelson and blamed her for his brother's death. Zabo discovered that the machine had increased his strength.
(Marvel Team-Up I#125) - Zabo tracked Tigra to a restaurant where she was having dinner with police officer Carl Kronsky. Spider-Man had seen Zabo heading to the restaurant and his spider-sense warned him Zabo posed a threat, so Zabo soon found himself fighting both heroes, while Kronsky called in police reinforcements. After a fruitless battle with Zabo, Tigra tried to reason with him and Spider-Man restrained the police to give her the opportunity she needed. Tigra stopped resisting Zabo, insisting Mal's death wasn't her fault but had been at his own hands. Realizing the truth of her words, Zabo turned away from Tigra, broke through a wall and shambled away in grief.

I can understand Spider-Man restraining the police to control the situation with Zabo so it didn't escalate but I'm a bit dubious about letting Zabo go after all the property damage he caused!
